You are invited to submit a proposal in accordance with the requirements set forth on this RFP. This procurement shall be conducted through a full and open competition, under which any type of organization (large or small commercial [for profit] firms, educational institutions, non-profit organizations) is eligible to compete. The procedures set forth in FAR Part 15 shall apply. Issuance of this RFP does not obligate USAID/Honduras to award a contract, nor to pay any cost associated with the preparation or submission of proposals. Because USAID/Honduras reserves the right to award a contract without discussions, initial proposals should represent an offeror's best proposal.
