- THIS PROCUREMENT IS 100% SET-ASIDE FOR COMPETITION LIMITED TO ELIGIBLE: (1) SOCIALLY AND ECONOMICALLY DISADVANTAGED BUSINESSES [8(a)] CERTIFIED BY THE SMALL BUSINESS ADMINISTRATION, (2) SERVICE-DISABLED, VETERAN-OWNED SMALL BUSINESSES AND, (3) OTHER SMALL BUSINESSES; LOCATED WITHIN THE STATE OF OKLAHOMA LOCATION OF PROJECTS: Mike Monroney Aeronautical Center, 6500 S. MacArthur Boulevard, Oklahoma City, Oklahoma. DESCRIPTION OF WORK: Miscellaneous construction services are required, throughout the term of the contract, for alteration, extension, conversion, and/or modernization of existing facilities, as well as new construction. These services will be required for commercial, industrial, and utility type of facilities located at the Mike Monroney Aeronautical Center. Contractor shall provide all labor, materials, and equipment required for all work as described in the applicable contract documents. Multiple contract awards are contemplated, in each of the trades; general, electrical and mechanical. Each contract will be for a 1-year base period, with three 1-year option periods to be exercised at the sole discretion of the Government. Task orders will be placed against the contracts to fund projects throughout the year. Requirements under these contracts can range from $1,000-$750,000 each. It is estimated that $8.5 million in task orders will be issued in four (4) years under the general construction multiple award contracts, $8.5 million under electrical construction contracts, with $3 million in mechanical construction task orders over four years. Request for proposals and award of task orders will be specific to projects in excess of $50,000 [Contract Line Item Number (CLIN) 1] and less than $50,000 [CLIN 2]. Requests for proposals for projects estimated to be greater than $50,000 will be issued to all contract holders for that construction trade, and will be accompanied by detailed specifications and construction drawings. It is anticipated that award of task orders will be based on price, quality and timeliness. Expedited competitive procedures; e.g., rapid turn-around times (TAT)/completion dates, generally under 15 days, will be detailed in the contracts for projects estimated to be less than $50,000. In addition, it is anticipated that projects estimated to be less than $10,000 could be awarded by a designated Ordering Official on a more informal basis. Approximately 150 work orders were issued in 2013 for general, electrical and mechanical construction projects under $50,000 each for an estimated total of $400,000 for the year. Average cost of work orders under $50,000 averaged $3,300. The Government reserves the right to solicit proposals for requirements below the $50,000.00 threshold under CLIN 2 and requirements above the $50,000 threshold under CLIN 1, if it is determined to be in the best interest of the Government Contractors will be allowed to submit proposals for both CLINs 1 and 2 (both less than and greater than $50,000), or only CLIN 2 (less than $50,000). Contractors can receive a contract for both CLINs, for CLIN 1 only or for CLIN 2 only or none at all. All contracts will be 100% set-aside for award to small businesses. This market survey is being issued to market to and encourage interest in the smaller CLIN 2 projects (under $50,000) from Service Disabled Veteran-Owned Small Businesses (SDVOB) or SBA certified Socially and Economically Disadvantaged (SEDB) contractors in the 8(a) program. Due to the need for fast turn-around times for meetings, completion of projects, etc., contractors must have a primary location within the state of Oklahoma. The NAICS codes applicable to these requirements are 236220-Commercial and Institutional Building Construction (small business size standard-$33.5 million), 238210-Electrical Contractors (business size standard-$14 million) and 238220-Plumbing, Heating and Air-Conditioning Contractors (business size standard-$14 million). This market survey involves the announcement of the requirement in order to permit contractors that are: (1) certified, under the 8(a) program with the Oklahoma SBA District Office, (2) a service-disabled veteran-owned small business located within the state of Oklahoma or, (3) a small business located within the state of Oklahoma, an opportunity to express an interest in this requirement. Interested firms, who can comply with and meet the requirements addressed in this market survey, should respond by 2:00 p.m. CST, February 13, 2014, with required documentation as follows: 1) Capability statement-This document should identify: (a) Type of construction services provided by firm (b) Demonstrate capability to organize, manage, complete construction projects within established cost and schedule (c) Size and type of services provided by previous contracts (elaborate and provide detailed information and past performance contact information) (d) Number of years in business 2) Interest in proposing on both CLINs 1 and 2 (both less than and greater than $50,000), or only CLIN 2 (less than $50,000) 3) FAA Business Declaration form (The form is provided as a separate document under this announcement.) * * 8(a) companies shall provide a copy of their Oklahoma SBA 8(a) certification letter, as evidence of eligibility. Following the market survey, a Screening Information Request/Request for Offer (SIR/RFO) will be issued. The SIR will include a technical evaluation process that will comprise of multiple evaluation factors; e.g., past performance and experience, and key personnel. It is anticipated that sample scenarios will be included with the SIR/RFOs to permit price evaluation.
