- Description
- The Air Force anticipates issuing a Firm Fixed Price/Cost Reimbursable type contract for the procurement, manufacture, test, and delivery of a Trial Installation Modular Aerial Spray Systems (MASS) for use on the select C-130H aircraft at Youngstown ARB, OH. The MASS will maintain a large area, fixed-wing, aerial pesticide application capability, including specially trained air and ground crews, to control disease vectors, pest organisms and vegetation, and to treat oil spills in combat areas, on DoD installations, or in response to declared emergencies. This announcement establishes the requirements for the complex engineering design, engineering/technical data package, technical support, system integration, technical manual development, and manufacturing of six (6) palletized roll-on/roll-off MASS, to include one (1) trial/kit proof MASS, five (5) option production systems, and testing and certification of the replacement MASS on a C-130H (equipped to interface with the new MASS). Basic (28 months): Non Recurring Engineering (NRE), Trial Kit (18 months delivery), Trial Kit Installation and Flight Testing Support, Support Equipment, Spares, training, data and Interim Contractor Support (ICS). Option I: 1-3 (EA) Mass Kits Option II (12 months): Interim Contractor Support (ICS) Option III: Spares Support Option IV: 1-2 (EA) Mass Kits Option V (12 months): Interim Contractor Support (ICS) Option VI: Spares Support Delivery: TKI is 18 months after contract award with flight tests immediately upon completion of TKI. First Production unit delivered NLT 6 months after flight tests. Production deliveries shall commence 6 months after option exercised at a desired rate of 1 kit per month. Early delivery of kits encouraged. DELIVERY: FOB-Destination A draft solicitation will be issued with a cover letter requesting industry comments. The comments will be posted after its closing date. It is anticipated that a Draft Solicitation will be uploaded on or around 10 Feb 2014, with a response date of on or around 28 Feb 2014. The formal RFP will follow thereafter. All responsible sources may submit a bid, proposal, or quotation which shall be considered by the agency. This is a Full and Open Competition Effort. See Note 26. Based upon market research, the Government is not using the policies contained in Part 12, Acquisition of Commercial Items, in its solicitation for the described supplies or services. However, interested persons may identify to the contracting officer their interest and capability to satisfy the Government's requirement with a commercial item within 15 days of this notice.
