- The purpose of this amendment is to correct a typo in the Synopsis section of the Solicitation (pg 2). The correct date for the Submission of Quotes is February 14, 2014 at 9pm (ET). COMBINED SYNOPSIS/SOLICITATION FOR COMMERCIAL ITEMS This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued. The solicitation number is RFQ-DC-14-00045 and the solicitation is issued as request for quotation (RFQ). Quotes are being solicited in accordance with FAR Part 12 Acquisition of Commercial Items, FAR Part 13 Simplified Acquisition Procedures, and solely FAR Subpart 15.101-2 Lowest Price Technically Acceptable Source Selection Process under full and open competition. This acquisition is not being set aside. The NAICS code for this requirement is 335312. Vendor should have the same or similar NAICS code. Description of Requirement The US EPA Western Ecology Division (WED) Laboratory main site has a 150 kilowatt (kW) generator which failed during a load test. Due to the age of the generator a determination has been made to replace the unit. Along with the removal and proper disposal of the existing generator, the contractor will provide, install, and commission one (1) new efficient 150kW diesel generator with automatic transfer switch (ATS). The contractor shall install the new generator in the same location as the existing. This project shall be "turnkey" (ready to operate). The contractor shall provide all work and materials necessary for a fully operational system when complete. All equipment and materials shall be new except as noted in the statement of work (SOW). WED's main laboratory building is a two story structure constructed in the mid 1960's. The structure is designed with offices and labs. The main electrical service enters the main build and is distributed out to other supporting structures. The same schematic is used for the emergency electric system. The generator supports partial loads for several buildings through emergency panels. The emergency electrical system supports life and fire safety system as well as critical scientific equipment and limited ventilation systems. Period of Performance: The anticipated period of performance will run for two (2) months from the date of award. The target award date is February 21, 2014. Federal Acquisition Regulations (FAR) 52.212-1, Instructions to Offerors-Commercial, applies to this acquisition and as well as the addendum to the provision found in the RFQ. The specific evaluation criteria, evaluation procedures and other specific instructions for submitting a quote can be located in the RFQ attached. Offerors shall include a completed copy of the provision at 52.212-3, Offeror Representations and Certifications-Commercial Items, with its quote.
