- Statement of Work The Department of Commerce, National Oceanic and Atmospheric Administration (NOAA), Eastern Region Acquisition, Norfolk, VA on behalf of Office of Marine and Aviation Operations (OMAO), is soliciting a requirement to provide labor, material and equipment to replace 2 (two) anti roll tank dump valves and air actuators, maintenance platforms, and operationally test and set each valve for optimum rapid-open, leak free operation aboard NOAA ship Henry Bigelow, Norfolk, VA. Award of a firm fixed price purchase order is anticipated utilizing Simplified Acquisition Procedures. This RFQ is 100 percent set-aside for small business with the associated North American Industry Classification System (NAICS) code is 336611, which has a corresponding size standard of 1,000 employees. Solicitation EA-133M-14-RQ-0147 will be issued February 7, 2014 and will close February 13, 2014. The total period of performance for all work specified in the Statement of Work is February 17, 2014 for delivery and installation through February 21, 2014. A pre-bid inspection is being held on Monday, 2/10/14 at 9:00 am- Location: MOC-A, Norfolk, VA. Any interested parties are encouraged to attend. Evaluation Factors for Award The Government will issue a firm fixed price purchase order to the responsible bidder whose bid, conforming to the solicitation will be most advantageous to the Government, considering both price and price related factors specified in the solicitation. The following factors will be used to evaluate quotations: Past Experience : Vendors shall provide a minimum of three jobs of similar scope and size within the past three years. Price : Vendors will be evaluated on the basis of low price in conjunction with past experience. All responsible sources may submit a quote that shall be considered by the agency. The anticipated award date is on or about February 13, 2014. Quotes are to remain effective for 30 days after close of solicitation. To be eligible for award, vendors must obtain a DUNS number (this may be done by calling 1-800-333-0505) and be registered with the System for Award Management (SAM): www.sam.gov. Contractors are encouraged to register with FedBizOpps Vendor Notification Service as well as the Interested Vendors List for this acquisition (see applicable tab within FedBixOpps where this synopsis/solicitation is posted).
