Solicitation Number: TACTICAL NETWORK CAPABILITY ROADMAP and NIE INDUSTRY SEMINAR Notice Type: Special Notice Synopsis: The U.S. Army will hold a tactical network related Industry Seminar on March 13, 2014 at Aberdeen Proving Ground (APG), MD. The goal of the event is to keep the industrial base informed of upcoming and long term capability gaps to support the Army's tactical network modernization efforts. After successful fielding of network capability, as part of the Capability Set 13 effort, the Army's focus is to extend similar communications capabilities to additional Brigade Combat Teams, while also making targeted investments for short-, mid- and long-term technology upgrades. These improvements, grounded in Soldier feedback, are aimed at mimicking the simplicity and capacity of commercial networks, while enabling the Army to securely dominate the battlefield across the full spectrum of military operations. During the seminar, Industry will also learn how these efforts will dovetail with the Network Integration Evaluation (NIE) process and receive an update on NIE efforts. The Industry Seminar will, in detail, outline a quote mark Network Modernization Roadmap quote mark that synchronizes operational priorities for versatility, mobility and security with technology imperatives and program of record objectives. The roadmap, created by the Program Executive Office Command, Control, Communications-Tactical with partners such as the Communications and Electronics Research, Development and Engineering Center, unfolds in three interconnected phases: Network 2.0 (Fiscal Years 2014-15), Simplified Tactical Army Reliable Network (STARNet, FY16-20) and the Network After Next (NaN, 2020 and beyond). The roadmap can inform Industry to focus development efforts and bring forward innovations to fill capability gaps. In challenging fiscal times, the future network will also be a more affordable one. Simplifying the network will lead to cost savings by combining hardware and other infrastructure, increasing competition, reducing software development efforts and decreasing the number of field service representatives (FSRs) required to train Soldiers, troubleshoot systems and sustain the tactical network. After working with numerous stakeholders to define these goals, the Army is now executing disciplined optimization processes to make the Network Modernization Roadmap a reality. Technology Imperatives The Network Modernization Roadmap covers several technology focus areas: Mission Command, Advantaged Services Transport, Basic Services Transport (the radios and smartphones used at lower echelons), Cyber and Network Operations (NetOps) and Physical (power and platform requirements, tactical operations center footprint). Industry seminar presentations will review each of these focus areas in detail to include what capability the Army is seeking, how that capability may integrate into the network baseline and Programs of Record and how the Army intends to seek the capability. The day will also discuss R&D focus efforts to support the roadmap and industry partnership opportunities to bring capability forward. Lastly, the NIE remains a key operational test bed to support the roadmap. Industry will receive an NIE process update as part of the seminar. Questions will be permitted regarding the roadmap and NIE technology focus, methodology and partnership processes. Industry feedback will be welcomed. Several of the roadmap sessions will be technical focused, it is advised that technical staff attend the seminar. Following the conclusion of the briefs, bus transportation will be provided back to the parking location. All representatives MUST be US Citizens and provide a government form of photo identification at registration. All registrations must be received NO LATER THAN (NLT) Tuesday, March 4, 2014. Registration will be closed on March 4, 2014 or once capacity (set at 400 persons) is reached, whichever is first. There is no attendance fee, but please bring $10 (exact change please) for lunch costs. Lunch will be provided to you at the mid-day break. The dress code is business.
