- Questions and Answers for Solicitation BBG50-Q-14-V00100410TE, Radio Script Translator 1. When you say translation, what exactly do you mean? The SOW is kind of confusing because some of the requirements, more specifically c), e), g), h), i), j), k) make it seem like the position is that of a bilingual journalist rather than strictly a translator? A: While translation skills are required, any candidate must be a journalist. 2. Is it absolutely necessary that all of the work be carried out at the IBB Voice of American HQ or can some of this be performed remotely? A: Some of this work could be performed remotely, but voicing etc. would have to be done here. Journalists can research and even make calls from home, can write scripts from home (assuming they have a computer and internet connection, etc.), but in order to be able to voice stories with studio quality audio, would need to be here (unless they have a studio at home). Work must be evaluated, so must be submitted to an editor at least 1 hour before air time. Feedback from the editor is more reliably delivered in person, rather than email, due to the need to rapidly adjust the work before deadline. 3. Can a contractor bid for certain pieces of the work and leave the other pieces to another contractors? A: The person in this position works on particular assignments that are integrated with others' work to form finished products. The assignments could vary from day to day. I mean, the basic work is consistent-research, making calls, writing scripts-but the topics and what show the work is integrated with varies from day to day. 4. If yes on the previous question, what kind of volume would you anticipate for the revisions (length of scripts etc.). How long would the stories where the voice overs occur be? A: Scripts range from 45 seconds to several minutes, depending on the show requirements. However, generally speaking, the "output" expected from this person each day would be several minutes' contribution to one or more shows. 5. Are these follow-on requirements? If so, could you please provide the incumbent contract numbers? If not, are these new requirements? A: This is a new requirement.
