- REQUEST FOR INFORMATION Pursuant to Federal Acquisition Regulation (FAR) Part 10, the Department of Defense Dependents Schools-Europe (DoDDS-Europe) Procurement Division is currently conducting market research to identify potential responsible sources capable of conducting annual hands-on survey and formal assessment of designated school bus routes and associated stops throughout six Host Nations countries (Italy, Spain, Germany, Belgium, The Netherlands, and the United Kingdom) at start of the school year. This Route Vulnerability Assessment (RVA) requirement is a critical component of DoDDS-E's Student Transportation Security Program to determine the degree of vulnerability (risk factors) each route has in regard to malicious actions. Period of Performance of services will be 23 September 2014- 22 September 2015, with four 12-month option periods. Potential contractors' responsibility includes constructing, managing, directing and executing the Route Vulnerability Assessment Program (RVAP); conducting pre-survey research and preparation of approximately 600 school bus routes; performing on-site survey and collection of route and stop information and data; and providing Route Vulnerability Assessment (RVA) reports of each route's vulnerability. The fundamental basis for this requirement is security and safety; therefore, counterintelligence (anti-terrorism) doctrine, principles and practices in both the construction and execution of the program is applicable. Contractor shall, in its Capability Statement, detail a methodology and systematic process for field collection of (route) information; analysis of collected information; and production of finished reporting. Factors typically considered and analyzed are schedule, timing, itinerary, conveyance visibility, bus driver training and experience, route security measures, enhanced security measures, external security measures, overall route quality and required stop risk factors. This Request for Information is issued solely for purposes of conducting market research and does not constitute a Request for Proposals, Invitation for Bids, or Request for Quotations and does not obligate the Government to any current or future commitment. The Government will not pay/reimburse any costs or charges resulting from contractors' submission of responses to this RFI. Sources responding to this Sources Sought are hereby invited to submit a cover letter (with the information below), and a Capability Statement as a separate electronic document.
