Description
Pre-Solicitation W912GB-14-R-0021. The U.S. Army Corps of Engineers, Europe District plans to enter into two (2) Design-Bid-Build Firm Fixed Price (FFP) contracts using one solicitation for the renovation of multiple buildings located at Kaiserslautern Army Depot, One contract award is planned to be awarded for the renovation of buildings 2369 and 2239, referred to in this document as quote mark Renovate Buildings 2239 and 2369; quote mark and the second contract award is planned to be for the renovation of buildings 2213, 2219, 2222 and 2264, referred to in this document as quote mark Renovate Buildings 2213, 2219, 2222 and 2264. quote mark All buildings are located in Kaiserslautern, USAG, Rheinland Pfalz, Germany. The two (2) contracts are planned to be awarded on or about the same date. The Source Selection Process and Technique used to award the 2 contracts will be FAR 51.101-1 Best Value Tradeoff Process. The following is required to prepare the buildings for their new functions: Contract 1: Renovate Buildings 2239 and 2369: Buildings 2239 and 2369 - Prepare the 100% design based on the parametric design (approximately 10% design) provided as part of the bidding package. Carry out buildings structural, building integrity and weather-proofing repairs. Bringing all building's systems up to all current standards including but not limited to: Fire, smoke, enunciation, and suppression systems, ATFP, electrical, mechanical (HVAC), energy conservation, and Environmental requirements. Conduct Demolition of existing minor structures inside the building. Provide floor leveling and surfacing. Construct administration spaces including IT rooms, private offices, general administrative areas, personnel break rooms and rest-rooms. The Storage areas are currently accessible and shall remain accessible by forklift and other handling equipment. The following is a brief description of each Building: Building 2239: Hazardous Materials Storage Facility - Transformation of a heated masonry structure with wood truss roof, which is presently used as a storage facility with small office area into a Hazardous Materials Storage Facility. The basic dimensions are approximately: LxWxH: 70 m x 16 m x 7 m. The building presently has one floor the ground floor only. The future expected number of personnel is approximately (17). The Construction includes: administration area, independent hazardous materials storage areas for two separate tenants, hazardous materials storage areas must be accessible with forklifts and other handling equipment. Building 2369: Medical Distribution Center - Transformation of a heated steel structure with steel beam supported roof presently used as a storage facility with small office area into a Medical Distribution Center. The basic dimensions are approximately: LxWxH: 270 m x 55 m x 8 m. The building presently has two floors: ground floor plus partial 1st floor. Future number of expected personnel is approximately (164). The construction includes: administration area, operations area, equipment rooms, storage and supply rooms, automated rack storage area, refrigerated storage, vault room, loading docks, forklift and vehicle charging area, limited hazardous materials storage, and equipment maintenance areas. Contract 2: Renovate Buildings 2213, 2219, 2222 and 2264: Buildings 2213, 2219, 2222 and 2264 - Prepare the 100% design based on the parametric design (approximately 10% design) provided as part of the bidding package. Carry out buildings structural, building integrity and weather-proofing repairs. The following is a brief description of each Building: Building 2213: Optical Fabrication Facility - Transformation of an unheated steel structure storage hangar with an approximately 100 square meter cinder block office area into a Optical Fabrication Facility. The Basic dimensions are approximately: LxWxH: 63 m x 15 m x 7m. The building presently has one floor only (the ground floor). The future number of personnel is expected to be approximately (20). The construction includes: administration area, optical operations area, equipment rooms, storage and supply rooms, limited hazardous materials storage, equipment maintenance areas. Building 2219: Medical Kit Building Facility - Transformation of a heated concrete and masonry facility, with a steel truss roof, into a Medical Kit Building Facility. The building is presently used as a storage facility with a small office area that is approximately 200 square meter total. The basic dimensions are approximately : LxWxH: 90 m x 30 m x 8.7 m. The building presently has two floors: ground floor plus partial 1st floor. The future number of personnel is expected to be approximately (24). The construction includes: administration area, kit building operations area, equipment rooms, storage and supply rooms, refrigeration area (approximately 50 sqm) with condensate drainage, limited hazardous materials storage, and equipment maintenance areas. Building 2222: Clinical Engineering Facility - Transformation of a heated steel and masonry structure into a Clinical Engineering Facility, which is presently used as a vehicle repair facility with small office area. The basic dimensions are approximately: LxWxH: 70 m x 16 m x 7 m. The building presently has one floor: the ground floor plus partial 1st floor. The expected future number of personnel is approximately (17). The construction includes: administration area, operations area, equipment rooms, storage and supply rooms, limited hazardous materials storage, and equipment maintenance areas. Building 2264: Medical Storage Facility - Transformation of a heated masonry structure, with steel truss roof, presently used as a storage facility with small office area into a Medical Storage Facility. The basic dimensions are approximately: LxWxH: 245 m x 15 m x 7 m. The building presently has one floor: the ground floor only. The future expected number of personnel is approximately (17). The construction includes: administration area, operations area, equipment rooms, storage and supply rooms, limited hazardous materials storage, and equipment maintenance areas. Responses are desired from firms who can demonstrate recent experience and good past performance in renovation and construction of similar facilities. The Technical qualifications of the construction firm (Experience, Past Performance and Management Approach) along with the submitted Price will be evaluated by the Government in accordance with FAR 15.304 and award will be made to the overall Best Value. The contract will be awarded and paid in Euro. The estimated magnitude of construction is More than $10,000,000.00. The North American Industrial Classification System Code (NAICS) is 236220. The Government will post this synopsis, the solicitation, and all subsequent amendments through the Army Single Face to Industry (ASFI) Acquisition Business Web Site to the Government-Wide Point of Entry (GPE) Federal Business Opportunities (FedBizOpps) Web Site http://www.fedbizopps.gov. It is the Offeror's sole responsibility to obtain the solicitation and any subsequent amendments through this website. It is projected that the solicitation will be issued on or about 30 May 2014 with a Pre-Proposal and Site Visit on or about the first week of June 2014 and a projected closing date of 15 September 2014 for Technical Proposals and Price Proposals.
