Description

Signed copy of Justification and Authorization (J&A) for the Sole Source extension of PSO services under American Security Company contract HSCEEC-09-D-00008, modification P00028 Contract HSCEEC-09-D-00008 was awarded on November 11, 2008, with a performance start date of February 1, 2009, for PSO services for various sites in Washington, D.C. The current contract Ordering Period, Ordering Period IV, is set to expire on January 31, 2014. At the time of award, it was anticipated that FAR 52.217-8, Option to Extend Services, which was incorporated into the subject contract, would be invoked, if necessary, to provide continued PSO services for the six-month period ending July 31, 2014. However, the GAO has ruled that FAR 52.217-8 cannot be exercised unless the option prices therein were evaluated at the time of award. Since the option prices were not evaluated at the time of award, FAR 52.217-8 cannot be invoked and this Sole Source Justification is necessary to provide for continued PSO services until at least March 31, 2014, with an option of one-month which, if exercised, would continue services until April 30, 2014. The total amount of this extension, including the option, is estimated at $604,355.30. The statutory authority permitting other than full and open competition is 41 U.S.C. 253(c)(1) pursuant to FAR 6.302-1, only one responsible source and no other supplies or services will satisfy agency requirements.
