- Description
- The purpose of this scope of work is to engage the services of a Personal Services Contractor (PSC) as a Payments Specialist to support the Account Payable Division in the Regional Financial Management Office (RFMO). The RFMO is currently in the process of hiring three additional voucher examiners to bring the office to full staffing levels. During this transition period, assistance will be required to assist with the training and mentoring of the new staff as well as existing staff with little experience. This position is located in the RFMO of USAID/Southern Africa. The RFMO provides financial management services to the mission for bi-lateral and regional programs. It also supports the non-presence countries of Botswana, Lesotho and Swaziland, and presence countries of Namibia, Angola, Madagascar and Zimbabwe. RFMO is also called upon to provide temporary coverage to other missions in the region, as required. RFMO manages approximately half a billion dollars in funding per year. The RFMO provides programmatic and administrative support services to our client missions, including funds control, accounting, budgeting, financial analysis, audit management, voucher examination and payments, payroll, and cash management. We additionally perform financial management assessments and institutional strengthening. The RFMO office is broken down into four sections: accounting, voucher examination, administrative staff, and financial analysis. This position is located in RFMO’s Voucher Examination Section, which is currently comprised of the following: 1) a Certifying Officer, 2) Supervisory Voucher Examiner, 3) Cashier and 4) seven (7) Voucher Examiners and 5) a Document Control Clerk. The Contractor will provide much needed guidance to new voucher examiners in the execution of their daily tasks. S/he is responsible for operating USAID information systems and information security to a level of “Separation of Duties”, “Individual Accountability” and “Need to Know” as defined in ADS 545.3.2.1
