Description
CONTRACT INFORMATION: Design, Construction and Repairs of the Utilidor system, Multiple Award Task Order Contracts (MATOC), Eielson Air Force Base and Other Military Installations, Alaska. This was previously released under W911KB-13-R-0039. This acquisition is a Total Small Business Set-Aside; any qualifying small business may submit a proposal. North American Industrial Classification System code is 237110, Water and Sewer Line and Related Structures Construction, the related small business size standard is $33.5 Million. A solicitation will be available on this site on or about February 25, 2014. Contracts will be Indefinite Delivery Indefinite Quantity Type (IDIQ) Multiple Award Task Order contracts (MATOC) consisting of a two (2) year base period and two (2) one year option periods. The Government intends to award three (3) small businesses IDIQ contracts however it reserves the right to award more, less or none at all. The overall capacity of this small business MATOC will be $48 Million shared among all MATOC awardees. The resultant IDIQ contracts will have fixed price (FFP) task orders. There will be a minimum guarantee amount of $5,000for the entire contract period. DESCRIPTION OF WORK: The objective of this Multiple Award Task Order Contract (MATOC) for Utilidor Systems is to provide the U.S. Army Corps of Engineers (USACE) with the capability to execute a broad range of Design, Construction and Repairs of the utilidor system on Eielson Air Force Base and Other Military Installations, Alaska. Projects will include a variety of construction, repair and replacement of sewer, water, steam, and steam condensate lines within existing utilidor structures or direct buried and/or repair/replacement of equipment in mechanical rooms. Task orders may also include utilidor/manhole demolition, enlargement of specified existing manholes, asbestos abatement, repair of cracks/leaks to utilidor structures (this is not an all inclusive list) and repair/replacement of mechanical systems. The offerors selected for award will be those determined to be the best value to the Government considering the price and non-price factors cited in this announcement and the solicitation and utilizing the trade off process described in FAR 15.101-1. During Phase 1, the Government will evaluate Experience, Past Performance and Organization & Management. During Phase 2 evaluation factors will be Design/Construction Narrative and Drawings and Proposed Summary Schedule for an Initial Task Order Scope of Work, Phase 1 Proposal Roll Up and Price. All offerors are advised that this solicitation may be canceled or revised at any time during solicitation, selection, evaluation, negotiation and up to final award. If the solicitation is cancelled, all proposal preparation costs will be borne by the offeror. All offerors must be registered in the System for Award Management (SAM) at http://www.sam.gov. Joint ventures must be registered in SAM as the joint venture. Offerors are advised to begin this process when they prepare their proposal in order to ensure this registration is in place should they be selected for the award. Lack of registration in the SAM database will make an offeror ineligible for award.
