Description
This is a SOURCES SOUGHT ANNOUNCEMENT ONLY. It is neither a solicitation announcement nor a request for proposals or quotes and does not obligate the Government to award a contract. Requests for a solicitation will not receive a response. Responses to this Sources Sought must be in writing. The purpose of this Sources Sought Announcement is for market research to make appropriate acquisition decisions and to gain knowledge of potential, qualified businesses capable of performing the work. Responses to this notice shall include the following: (a) company name (b) address (c) point of contact (d) phone, fax and email (e) DUNS number (f) Type of Business, e.g. Large, Small, Service-Disabled-Veteran-Owned small business, Veteran-Owned Small Business, 8(a), HUB-Zone, Woman-Owned Small Business, Small Disadvantaged business, or Small Business HUB-Zone business and (g) must provide a capability statement that addresses the organizations qualifications and ability to perform as a vendor for the work described below. Responses are limited to five pages. It is anticipated an Industry Day will be held on Tuesday, March 4, 2014 at 0800 - 1700 hrs and Wednesday, March 5, 2014 at 0900 - 1630 hrs; PCO East St Louis Acquisition Office, 11152 South Towne Square, St Louis, MO 63123. The meeting will be held in the conference room. Please RSVP NLT 2:00 pm, February 25, 2014 with the names and number of attendees. DESCRIPTION: Billiards: The vendor shall provide all labor and equipment to support a Nine Ball tournament for two national programs - the National Veterans Wheelchair Games (NVWG) located in Philadelphia, PA tentatively scheduled for August 11 - 18, 2014 with 2 year option period (2015 location is Dallas, Texas and 2016 location to be determined, which is optional). and the National Veterans Golden Age Games (NVGA) located in Fayetteville, AR (University of Arkansas (Hyper Gym 1)); tentatively scheduled for June 30 - 1 July 2014 with 2 year option periods, (2015 location is Omaha, NE - Century Link Center and 2016 location to be determined, which is optional). The vendor will be responsible for delivery, set-up (including pre-leveling and leveling of tables), breakdown, and removal of all equipment. The vendor will provide an on-call point of contact during the Games and will be available for questions, troubleshooting and/or addressing any issues that may occur during the event. The requirement is to support a Nine Ball tournament and will necessitate the tables and accessories to be of regulation. Vendor must be able to provide services for both events in various locations per the event schedules. The contractor shall provide: o20 Pool Tables (7' only) - does not have to be same style, just same angle and size o6 Hand Chalks o60 Pool Cues o60 Cue Racks o20 Sets of Balls o20 Racks o20 Bridges o50 Tournament Sheets o20 Pool Cue Extenders The Contractor will be responsible for delivery and ensure equipment is set-up and ready for tournament a minimum of 9 hours prior to start time in order to give sufficient time for officials to prepare for event start. The Contractor will also be responsible for equipment breakdown and removal of equipment within 2 hours after event end time per the event schedule. Services will include coordination with event / location representatives for deliveries, set up and breakdown. On occasion, the Contractor shall be required to attend meetings at which may occur via teleconference for event planning purposes. Vendor shall provide services during event day hour which is defined as 5:30 a.m. to 11 p.m. during the defined week of the event, excluding Federal holidays. Transportation: The scope of work includes but is not limited to transporting authorized VA users to and from the Fayetteville, AR (XNA) Airport to the University of Arkansas Maples Dorm, to various venues in Fayetteville, AR during the period of the games and from the Dorms to the Airport upon conclusion of the National Veterans Golden Age Games (NVGAG). The vendor shall provide all labor, supervision, and other resources required to transport ambulatory and non-ambulatory personnel in support of the National Veterans Golden Age Games, hosted by the Veterans Healthcare System of the Ozarks (Fayetteville, AR), for a total period of six (6) days, from June 28 through July 3, 2014. The vendor shall provide adequate equipment and personnel to perform the duties outlined in this statement. This work will be done in collaboration with members of the Fayetteville VA's Local Organizing Committee and the National Veterans Golden Age Games leadership teams. This work involves providing all assets needed for transportation needs that can accommodate transporting ambulatory passengers, and vehicles that can accommodate a minimum of 75- 100 wheelchairs/scooters, with safety provisions for transporting elderly individuals such as kneeling buses to venues in NW Arkansas which Fayetteville, Bentonville, Rogers, Springdale, Bella Vista and Highfill. Vendor shall educate all staff on safety elements of using ADA requirements. Vendors shall provide timely transport of Veterans and their sports equipment to various venues for athletic competitions. In addition, this work will provide on-site Project Manager during event hours. Vendor must be able to operate all vehicles during specific peak times during the NVGAG that per the schedule. Work shall be performed in the following locations: "Northwest Arkansas Regional Airport, One Airport Blvd, Bentonville, AR 72712 "University of Arkansas, 1 University of Arkansas, Fayetteville, AR 72701 "Walker Park, 10 W. 15th St., Fayetteville, AR 72701 "Bella Vista Village Golf Course, 4 Kingsdale Lane, Bella Vista Village, AR 72714 "Fayetteville High School, 930 Martin Luther King Blvd, Fayetteville, AR 72701 "Fast Lanes Bowling, 1117 N. Dixieland Rd, Lowell, AR 72749 "Arvest Ball Park, 3000 S. 56th St., Springdale, AR 72762 "Fayetteville Town Center, 15 W Mountain, Fayetteville, AR 72701 Vendor shall provide services during event day; hour varies each day, the schedule will be defined for week of the event, no service on Federal holidays. The Government is not obligated to nor will pay for or reimburse any cost associated with responding to this sources sought synopsis request. This notice shall not be construed as a commitment by the Government to issue a solicitation or ultimately award a contract, nor does it restrict the Government to a particular acquisition approach. If a solicitation is issued it will be announced as RFP #VA-777-14-Q-0061 and will be issued within 45 - 60 days. The Government will in no way be bound to this information if any solicitation is issued. The North American Classification System (NAICS) code for this acquisition is 423910 (100 employees), 485991 (($14M), 485210 ($14M), and 485510 ($14M). Notice to Potential Offerors: All Offerors who provide goods or services to the United States Federal Government shall be registered in the System for Award Management (SAM) located on the web at www.sam.gov and it is desirable that all offerors complete their Representations and Certifications via (Online Representations and Certifications Application (ORCA). Additionally, all Service Disabled Veteran Owned Businesses or Veteran Owned Businesses who respond to a solicitation on this project shall be registered with the Department of Veteran Affairs Center for Veterans Enterprise VetBiz Registration, located at http://vip.vetbiz.gov.
