Description
The US Army Corps of Engineers (USACE), Baltimore District intends to issue a two-phase, competitive 8(a) Set-Aside Request for Proposal (RFP) No. W912DR-14-R-0015 for the Design-Build Construction of an approximately 13,100SF centralized handling and temporary storage facility for hazardous waste. This project supports the National Interagency Bio-Defense Campus (NIBC) expanded mission. This project is located at Fort Detrick, Maryland. Work will include Intrusion Detection System (IDS) installation, Energy Monitoring and Control System (EMCS) connections, and building information systems. Sustainability/Energy measures will be provided. Building information systems for this facility are unique in nature and not included in the unit cost of the building. Supporting facilities include utilities, fire protection and alarm systems, information systems, site improvement, access road, paved apron for maneuvering trucks, walkways, and parking. Measures in accordance with DoD Minimum Antiterrorism for Buildings standards will be provided. Accessibility for individuals with disabilities will be provided. Heating will be provided by on-site, self-sustained systems. Facilities will be designed to a minimum life of 50 years and energy efficiencies meeting, on average, ASHRAE 189.1 standards through improved building envelope and integrated building systems performance. Demolish 2 buildings (7,500 Total SF). Air Conditioning (Estimated 26 Tons). TYPE OF CONTRACT AND NAICS: This RFP will be for one (1) Firm-Fixed Price (FFP) construction contract. The North American Industrial Classification System Code (NAICS) for this effort is 236220 - Commercial and Institutional Building Construction. Size Limitation $33.5M TYPE OF SET-ASIDE: This acquisition will be a Competitive 8(a) Set Aside. SBA Requirement No. 0373/14/400001/01. It has been determined that competition will be limited to 8(a) firms located within Region III geographical serviced area serving Delaware, Maryland, Pennsylvania, Virginia, Washington DC, West Virginia, and other 8(a) construction firms with a bona fide place of business within the geographical competitive area and assigned the NAICS code. All other 8(a) BD Participants are deemed ineligible to submit offers. SELECTION PROCESS: The proposals will be evaluated using a Best Value source selection process. This is a two-phase Design-Build procurement. Potential offerors are invited to submit their performance and capability information as will be described in the Solicitation, for review and consideration by the Government. The selection process for Phase I will evaluate such factors (not necessarily in order): Prime Contractor Performance and Design Contractor Performance and Management Plan. Following completion of the evaluation of Phase I, up to a maximum of five (5) most highly qualified offerors will be selected to participate in Phase II. An announcement identifying the selected offerors and the expected date of issue of Phase II will be placed Federal Business Opportunities (FedBizOps) website at https://www.fbo.gov. The selected offerors for Phase II will be invited to submit additional information as will be described in the Solicitation, for review and evaluation by the Government. The selection process for Phase II will evaluate such factors (not necessarily in order): Technical Approach, Design Drawings, Schedule and Price. CONSTRUCTION MAGNITUDE: The magnitude of this construction project is anticipated to be between $1,000,000 and $5,000,000 in accordance with FAR 36.204. ANTICIPATED SOLICITATION RELEASE DATE: The Government anticipates releasing Phase I of the solicitation on or about 24 February 2014. SOLICITATION WEBSITE: The official solicitation, when posted, will be available free of charge by electronic posting only and may be found at Federal Business Opportunities website, http://www.fbo.gov. Paper copies of the solicitation will not be issued. Telephone and Fax requests for this solicitation will not be honored. To download the solicitation for this project, contractors are required to register at the Federal Business Opportunities website at http://www.fbo.gov. amendments, if/when issues, will be posted to the above referenced website for electronic downloading. This will be the only method of distributing amendments prior to closing; therefore, it is the Offerors responsibility to check the website periodically for any amendments to the solicitation. REGISTRATION: Offerors shall have and shall maintain an active registration in the following database: System for Award Management (SAM): Offerors shall have and maintain an active registration in the SAM database at http://www.sam.gov to be eligible for a Government contract award. If the Offer is a Joint Venture (JV) the JV entity shall have a valid SAM registration in the SAM database representing the JV as one business/firm/entity. If at the time of award an Offeror is not actively and successfully registered in the SAM database, the Government reserves the right to award to the next prospective Offeror.
