Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This is a Total Small Business set-aside for NAICS code 334310. Small Business size is no more than 750 employees. Establishments who do not provide a proposal based on receipt and review of this statement of work will be deemed non-responsive. The Statement of Work is as follows: STATEMENT OF WORK Purpose: The purpose of this Statement of Work (SOW) is to define the necessary skill sets required to implement the interactive digital signage solution at the JFHQ-MA. The contractor must meet the following requirements as a minimum: Contractor must primarily provide services in interactive digital signage solutions. Contractor must provide a quote mark turnkey quote mark solution Contractor must have a valid Certificate of Net-worthiness (CoN) for the digital signage software platform proposed with an expiration date of no less than 12 months from the awarded contract date (submit with quote) Contractor shall offer a maintenance support package. Contractor must provide training on the use and operation of the interactive digital signage solution. Scope of Work: The scope of this project consists of purchasing, installing, and programming an Interactive Digital Signage Solution to offer visitors up-to-date information as well as directions to help guide them throughout the building. The initial solution must include four (4) touch screen monitors with four (4) content players. The solution must allow the ability to add additional devices in the future. The contractor will provide an interactive digital signage solution for the above stated mission and organization according to the following requirements: Interactive Digital Signage Solution Requirements 1.Ease of use is a primary factor in consideration. 2.The solution must have the ability to deploy to displays on the network as well as remote locations. 3.Solution must have drag and drop media placement within the scheduling software. 4.Solution must provide dynamic integration for live data sources. 5.Solution must present and up to date preview of the signs to allow review of appearance prior to deployment. 6.Solution must provide fully functional transitions. 7.Solution must be capable of remote control for installed hardware. 8.Solution must have multi-user security allowing for groups with different administrative permission levels to access and control different regions of the signs. 9.Advance scheduling features must include: a.Content Duration b.Ability to schedule future events c.Multiple content scheduled to play simultaneously d.Scheduling of different templates or layouts on the same sign e.Interruption capability f.Live preview of future dates g.Scheduling of individual content or categories of content 10.A template creation tool to design screen display formats and configurations. 11.H.264 support. 12.Design of mapping, path finding and way finding imagery a.Must be able to render buildings in three dimensional images b.Must be able to tailor the design of the maps to match with properties design styles c.Must be able to integrate with the interactive touch screen to allow zoom and pan for close up viewing of regions. d.Way finding must be able to dynamically generate directional icons to guide users to their requested location e.Interactive way finding must be able to generate a programmable path to guide users to their requested location f.Interactive way finding must be able to dynamically generate directional text to guide users to their requested location 13.Support of interactive displays 14.Must be able to design and implement an interactive touch screen environment that will allow users to easily navigate through the building's directory, event calendar, and other items as needed. 15.Administrative capability to monitor signage network performance 16.Emergency Messaging Support a.The system must provide multiple triggers to accommodate the displaying of an emergency message. 17.Multiple content deployment methods a.Multiple deployment methodologies should be available including regular network deployments but also deployments through other means such as FTP or SFTP Media Type Support and Display Requirements 1.The provided solution must be able to play and support all standard content types without having to resize or modify content for proper displaying. 2.Must support the following internal data types:.ppt, pptx,.doc,.docx,.pdf,.swf,.flv,.jpeg,.png,.bmp,.tif,.wmv,.mpg,.mp4,.avi,.mpv,.htm. Must support the following external data interfaces:.xls,.csv,.rss,.xml Planning Phase: 1.Requires Kick off meeting with all key players a.Discuss functionality b.Identify requirements from government a.IP addresses needed b.display /content player locations c.servers (physical or virtual) d.network configurations e.floor plan of facility f.graphics or logos Design/Development/Programming Phase: 1.Create virtual map of facility 2.Installation and configuration of software and/or server 3.Configuration of content players and displays 4.Create initial layout or template according to requirements Implementation Phase: 1. Install displays and content players, and ensure proper functionality 2. Deployment of content Supplies, Services and Equipment: Items and Services provided by Government (GFE) Table (See Attached) Items and Services required by Contractor (See Attached) Maintenance & Warranty: All displays and content players shall have a minimum warranty of 3 years. The contracted vendor will provide a one year maintenance support package and also provide the option for additional years. The maintenance support at a minimum shall be 8 hours/day x 5 days per week with a response time of 24 - 48 hours. All warranty related issues must be resolved by the contracted vendor. Copies of all warranties as well as contact information for Maintenance Support shall be provided to the Visual Information Office. Period of Performance: Immediately upon award of contract Acceptance Criteria: Upon completion of installation, contractor will coordinate with the Visual Information Office to conduct a walkthrough inspection of the installation and certify that it is fully operational. This project shall be considered completed upon completion of training. Special Requirements: Content Player minimum requirements oIntel Core i3 processor with 60GB Hard Drive, 4GB memory w/ HDMI output or similar product Training shall cover topics including, but not limited to oOverview of the system oAccess oPermissions (assigning, modifying) oAdd/Remove/Modify Content oScheduling events oTroubleshooting If licenses are required for equipment, vendor shall provide different options such as purchasing them individually or in bundles. EVALUATION FACTORS: The contract type for this procurement will be a firm-fixed price and award will be made on the basis of best value to the Government, price and other factors considered. The Contractor shall have title to all replacement property and shall continue to be responsible for contract performance. (c) Unless the Contracting Officer determines otherwise, the Government abandons all rights and title to unserviceable and scrap property resulting from contract performance. Upon notification to the Contracting Officer, the Contractor shall remove such property from the Government premises and dispose of it at Contractor expense. (d) Except as provided in this clause, Government property furnished under this contract shall be governed by the Government Property clause of this contract.
