Description
This is a notice of the Government's intent to issue a full and open solicitation for the purpose of awarding an Unrestricted Indefinite Delivery Indefinite Quantity Multiple Award Task Order Contract (MATOC) with a total capacity of $499M to be shared among all of the MATOC awardees. This MATOC is for Construction of Schools and Training Facilities located primarily in North Carolina, Solicitation # W912HN-13-R-0004. Work may, however, be located within the South Atlantic Division Area of Operations (North Carolina, South Carolina, Georgia, Florida, Alabama, and Mississippi). Up to six (6) awards will be made from this single solicitation to the Offerors whose proposals represent the best overall value and are determined to provide the most benefit to the Government. The awarded contracts will be for a base period of three (3) years, plus two (2), one year Option periods. Task orders issued under the MATOC will be firm-fixed price. All MATOC awardees will be given fair opportunity to compete for each task order. Description of Work (MATOC): The work under this contract will primarily be limited to construction of educational and training facilities; including, but not limited to elementary schools, middle schools, under FSC: Y1CA, and military training facilities under FSC: Y1CZ. Individual projects may include the following types of facilities: general purpose classrooms, gymnasiums, information centers, computer labs, cafeteria/food service/kitchen, supply areas, specialist rooms, music room, art room, learning impaired room, teacher work rooms, counseling areas, storage, and administrative offices. Projects may also include related supporting facilities such as parking areas, mechanical rooms, delivery areas, and playgrounds, site improvements, signage, fencing, paving, landscaping, covered walkways, exterior lighting and utilities, and demolition of existing buildings. Projects awarded under this MATOC primarily will be new construction with values greater than $25M. The facilities shall be constructed in accordance with DoDEA Education Facilities Specifications, AT/FP Standards, Americans with Disabilities Act Accessibility Guidelines, National Fire Protection Association Life Safety Codes, Standards of Seismic Safety for Federally Owned Buildings, and Energy Conservation Standards, and Leadership in Energy and Environmental Design (LEED) criteria. Evaluation Criteria: The Government will use a Best Value Trade off evaluation process in rendering the best value decision for award of this contract. Only those offerors whose proposals provide the best overall value to the Government will be selected to be in the MATOC pool. The evaluation factors and their relative importance for this solicitation and evaluation process are as follows: Non-cost Factors: FACTOR 1: PAST PERFORMANCE: This factor is the most important factor and more important than FACTOR 2 and significantly more important than FACTOR 3. FACTOR 2: TECHNICAL APPROACH NARRATIVE. This factor is less important that FACTOR 1 and more important than FACTOR 3. FACTOR 4: SMALL BUSINESS PARTICIPATION PLAN: This factor is significantly less important than FACTOR 1 and less important than FACTOR 2. Price: All non-cost factors, when combined, are equal in importance to Price. This full and open solicitation will be issued in electronic format only. Paper copies of this solicitation will not be available. Other methods of requesting a package will not be honored. This solicitation is anticipated to be available approximately March 20, 2014. NOTE: The Response Date referenced under General Information does not refer to the PROPOSAL DUE DATE. Information on the PROPOSAL DUE DATE will be stated in the solicitation. NOTE: Any prospective Offeror must first register in the System for Award Management (SAM) at www.sam.gov. After completing SAM registration, interested Contractors and their subcontractors must then register at https://www.fbo.gov in order to obtain solicitation documents, plans and specifications for this solicitation. Contractors that have an existing FedTeds account should be able to use their existing logins to search for the solicitation number once it is released at www.fedbizopps.gov. Contractors can register to be put on a plan holders list that others can access through the Fed Biz Opps site. It is the Offeror's responsibility to check the Internet address provided as necessary for any amendments that may be posted to this solicitation.
