Description

The Department of Veteran Affairs, Atlanta VA Medical Center, 1670 Clairmont Road, Decatur, GA 30033, has an upcoming requirement for a Senior Biostatistician. The Government expects to award to a single contractor a Firm Fixed Priced, one year base with four (4) additional one year options contract and will be advertised in fedbizopps as a Total Small Business set-a-side. NAICS code for this requisition is 541690 with a small business size of $14.0 million. The solicitation will be available on or about February 17, 2014. Offerors are advised that they are responsible for obtaining amendments. Only offers from those firms regularly established in the business of providing professional Bio-statistical services will be considered. Subcontracting will not be allowed. All responsible sources may submit a proposal, which shall be considered. Summary of Requirements: Contractor shall provide statistical and methodological design, support and guidance for multiple VA approved and funded research projects for the Rehab R&D Center of Excellence at the Atlanta VA Medical Center. The work shall be performed jointly at the VA Medical Center Rehabilitation Research and Development Center of Excellence and at the home office of the Contractor for a total of 25 hours per week. The contractor shall work no less than one day per week at the medical center for no less than 8 hours. The remaining hours for the week may be conducted at the contractor's home office. Contractor will conduct face to face and/or telephonic meetings with Principle Investigators regarding their approved, funded research projects. Duties include but are not limited to the following: 1. Formulation of testable hypotheses 2. Development of a suitable research design 3. Selection of an appropriate statistical analysis for the inferential testing each hypotheses 4. Integration of prior research and clinical information to justify sample size through power analysis 5. Design of data gathering instruments compatible with data structure and research questions, 6. Construction of a data structure (focused on the eventual analysis) to record and secure research data 7. Development of data validation protocols and tools 8. Certification of data security and research subject privacy 9. Statistical analysis of the research data 10. Interpretation of research results 11. Graphic display of the quantified information in the results 12. Secondary data analysis of the research data for exploration and determination of direction of future research The Contractor shall provide written results of the above information as needed for each project on the timeline provided by each Principal Investigator. The Contractor will meet with each Principal Investigator as requested to provide guidance, statistical results, written summaries, and graphics as needed for the publication of results for scientific abstracts, posters, presentations, and peer-reviewed publications. No identifiable research information will leave the Atlanta VAMC premises. The Contractor shall attend scheduled Rehabilitation Research and Development meetings.
