REQUEST FOR INFORMATION, CAPABILITIES, & SOURCES SOUGHT VHA External Peer Review Program (EPRP) Notice Number: RFI # VA701-14-I-0104 Issue Date: Monday, February 10, 2014 Response Due: Monday, February 24, 2014 E-Mail: Correspond directly with the Contracting Officer, Jane Oney at Jane.Oney@va.gov and provide a copy to the Contract Specialist Kaylan at Kaylan.Grove@va.gov. Issued By: This Request for Information (RFI) is being issued by the Department of Veterans Affairs (VA) Program Contracting Activity Central (PCAC) for the Office of Informatics and Analytics (OIA) Office of Analytics and Business Intelligence (OABI). RFI Purpose: This RFI is a market survey seeking written responses with information to help identify potential sources that are interested in and capable of performing the work described herein and as described in the draft Government Performance Work Statement (PWS). The Government is seeking to obtain industry comments and questions regarding a planned solicitation for the VHA OIA OABI External Peer Review Program (EPRP). This RFI requests responses from all qualified firms. Submission Information: All potential sources with the capability to provide the requirements referenced in this RFI and in the draft PWS are invited to submit, in writing, sufficient information within the page limitation (listed in this section). This information must demonstrate the responder's ability to fulfill the requirements and be responsive to the technical questions in this RFI, as indicated below. Questions Due: All general questions will be in electronic format and emailed to the contracting office. All questions must be received no later than Monday, February 18, 2014, 12:00PM, Eastern Standard Time to the Contracting Officer, Jane Oney at Jane.Oney@va.gov with a copy to the Contract Specialist Kaylan Grove at Kaylan.Grove@va.gov. Questions received after this date will not be addressed. Therefore the vendor community is encouraged to include their questions in their RFI response. Any vendors' questions the Government chooses to answer and the Government's responses to those questions will be posted on the Federal Business Opportunity page as an amendment to this RFI. Responses Due: All responses will be electronic format, and emailed to the Contracting Officer and the Contract Specialist. All responses must be received no later than Monday, February 24, 2014, 12:00 PM Eastern Standard Time. Submission Format: Submissions must be in Microsoft Word. The typed font for your response to this RFI must be no smaller than Times New Roman 11 point font. Additional Information: This RFI is issued solely for information and planning purposes and does not constitute a solicitation or obligation on the part of the Government. Neither unsolicited proposals nor any other kinds of offers will be considered in response to this RFI. No reimbursement will be made for any costs associated with providing information in response to this announcement and/or any follow-up information requests. All information received in response to this RFI that is marked "Proprietary" will be handled accordingly. Responses to the RFI will not be returned. An electronic acknowledgement of the Vendor's RFI response submission will be provided. If you do not receive an acknowledgement within one work day, please notify the acquisition point of contacts listed in this RFI to ensure successful delivery. Post RFI Plan: The Government intends on issuing a competitive solicitation as a result of this RFI. It is the intent of the Department to issue a non-restrictive technical requirement to maximize competition and seek the best value to the Government and the taxpayer. The acquisition strategy, evaluation methodology, contract type, and other acquisition decisions are to be determined. Background: The VHA Office of Analytics and Business Intelligence (OABI) is the headquarters for the Veterans Health Administration's (VHA) Survey of Healthcare Experiences of Patients (SHEP) program. Since 1995 variants of the SHEP program have focused on two broad based patient populations; recently discharged inpatients, and patients receiving recent VA ambulatory care. The SHEP program has also surveyed special populations like Operation Iraqi Freedom (OIF)/Operation Enduring Freedom (OEF)/Operation New Dawn (OND) patients, Home Based Primary Care (HBPC), and others. The SHEP program has consistently measured and reported results at various levels of the organization and to other internal and external stakeholders. In an effort to support government transparency and support the goal of benchmarking VHA performance against private sector healthcare, the SHEP program transitioned to using the CAHPS family of surveys in 2009. OABI is looking for a contractor with a provisional or full CAHPS certification to provide mail-out administration of veteran patient experience surveys and related services to veterans receiving specified types of care at or through all 153 Medical Centers and approximately 1,000 Outpatient Clinics of the Veterans Health Administration (VHA). The principal patient populations to be surveyed are recently discharged inpatients and patients receiving healthcare as outpatients, but surveys for other populations may be developed and fielded, as necessary. Please see the Draft Performance Work Statement (PWS) for all proposed technical requirements. Performance Work Statement Questions 1.Are any of the requirements included in the draft PWS unreasonable and/or unattainable? If so, why? 2.What alternative requirements should VA consider using that would meet the intent of the goals/objectives of requirements that appear to be unreasonable and/or unattainable? 3.Please provide any comments and/or questions you may have, as well as your thoughts on the draft PWS. 4.To accomplish the requirements of the PWS, what schedule and timeline would your firm propose? 5.What else has your firm seen that could help better structure the VA offering? Acquisition Questions: 6.Provide an example of a Contract Line Item Number (CLIN) Structure that you feel would be the most efficient and effective for this award. 7.Identify potential issues or concerns (from your previous experience) that should be addressed by the VA to avoid circumstances where anticipated savings are smaller than expected or realized. 8.How long do you feel it will take your firm to prepare a formal response (technical and price proposal) to a solicitation for this project? 9.What existing contract vehicles does your firm utilize for similar projects? e.g., GSA Schedule 70, GWACS such as GSA Alliant, another GSA contract or BPA, open market (FAR 12&15). Are any of them applicable to this requirement? 10.Do you believe this is a commercial or non-commercial requirement? 11.Regarding payment methodologies and contract types, is your offering suitable for a hybrid Firm Fixed Price/Labor Hours solution (using labor hours for integration/implementation), Time and Materials, or can your firm provide a total Firm Fixed Price solution for the requirement? Is there another suggested contract type that you recommend? 12.Does your firm have experience (past performance data) related to a similar size and scope Federal Government Requirement? 13.Provide your company's pricing model? 14.What is the suggested North American Industry Classification System (NAICS) code for this effort? 15.Does your firm have any additional questions, comments, or concerns about the framing of this requirement?
