- Estimated Date of Award: February 19, 2014 Synopsis: The Department of Veterans Affairs, Columbia, South Carolina intends to award sole source procurement to Water & Power Technologies, Inc., to provide a Twelve (12) Station Direct Feed Dialysis Water Treatment System; stock number 405079C. The applicable NAICS code for this procurement is 924110. The proposed contract is for equipment that the Government intends to solicit and negotiate with only one source in accordance with Title 41 U.S.C. 253 (c)(1) and FAR 6.302-1, only one responsible source and no other supplies or services will satisfy agency requirements. This notice of intent is not a request for competitive proposals. However, the Government will consider all proposals received within 3 days (NLT 13 February 2014 ET) after date of publication of this notice. A determination by the Government not to compete with the proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Single pump design includes: stainless steel pump, installation plumbing including 3 valve bypass, check valve, outlet panel requires a 230V, single 230V single-phase power to the required three motor. System Pre-Filter 2 0021015 Pre-Filter, 1", IN/OUT for 20" x 4 ½" Cartridges, The system pre-filter protects the pretreatment equipment from particulate matter that may be present in the source water. The pre-filter is sized for the highest required flow rate in the system. The pre-filter housing is all polypropylene construction with inlet and outlet isolation valves and pressure gauges. The design utilizes dual open end (DOE) cartridges of 1-5 micron nominal filtration (greater than 80% efficiency). A sump drain and wrench are provided. System Pre-Filter Cartridges: 2 20-1056 Pre-Filter, 20" x 4 ½", 5 Micron Pretreatment Headers: 3 009591 1" Header Bypass Assembly Header assembly includes three true union ball valve bypass, outlet PSI gauge, and sample port. Carbon Fleck 7000 SXT Backwashable Filters: Requires 8.5 ft3 to meet 10 MEBCT 2 009572 Filter, Carbon Fleck 7000, 1 ¼", 18" x 65", 5.5 ft ³ ea All non-corrosive design with acid-washed, granular activated carbon with Fleck Series 7000 control head, electronic 7-day timer with programmable backwash time at any time of day. Filter has 12 x 40 mesh with an iodine number greater than 1,000. Filters interface to lockout the RO when in backwash. Automatic Fleck 7000 SXT Water Softener: Based on 3 Grain Hardness 1 009560 Softener, Fleck 7000, 1 ¼", 14" x 65", 104000 Grains, A single tank water softener sized to the maximum possible water usage by the RO based on the water hardness and a 30% safety factor is designed to regenerate every night that center operates. The water softener is constructed of all non-corrosive components with a programmable electronic 7-day timer Fleck 7000 control, with the time of regeneration and all cycles fully adjustable. RO Pre-Filter: 1 0021008 Pre-Filter, 1" IN/OUT for 10" x 4 ½" Cartridges The RO pre-filter protects the RO membranes from plugging with carbon fines. The pre-filter is sized for twice the rate of the RO product water. The pre-filter housing is a polypropylene construction with inlet and outlet isolation valves and pressure gauges. The design utilizes dual open-end (DOE) cartridges of 1-5 micron nominal filtration (greater than 80% efficiency). A sump drain and wrench are provided. MRO Pre-Filter Cartridges: 1 20-1015 Pre-Filter, 10" x 4 ½", 1 Micron Reverse Osmosis System: 1 00MRO3X403 3 Membrane Central RO, 5550 GPD, 230V, 3PH The MRO Series has an ABS cabinet, complete with flow meters for product, reject, and recirculation flows. The reject and recirculation flows are adjustable. Pressure gauge for inlet pump and post membranes are panel mounted. Sample ports on the front of the MRO are for feed and product sampling. Cabinet includes a removable rear panel and hinged front panel for access to the internal components. The electronic controller operating the MRO has a continuous display for product water conductivity, hours of operation, product water temperature and percent rejection. RO alarms include low feed pressure and high conductivity. RO will automatically divert to drain on high conductivity. The controller can be programmed for an automatic flush on a direct or indirect feed system. The controller can accept external device interfaces for pretreatment lockout and storage tank level indicators. Controller is equipped with an output alarm contact for a separate alarm panel or remote. Disinfection is simple with the onboard disinfection feature that draws the Peracidin into the unit. The pump is a stainless steel 2HP submersible for quiet, dependable operation. Membranes are TFC rated at 1850 gallons per day, each at 200 PSI and 77 °F. The membranes are in stainless steel housings with easy to remove end caps. MRO Bypass and Header Assembly: 1 0011RO4 Header, Single MRO with Bypass, 3/4" Storage Tank: 1 00CT200- ¾ Storage Tank, 180 Gallon Complete The storage tank is made of virgin polyethylene cone bottom with complete drain type outlet fittings. The enclosed lid is molded into the complete tank design and has a single gasketed screw on lid, handway. The tank comes complete with PVC schedule 80 type I fittings and valves for tank drain, pump feed, return loop connect with relief valve, flow meter, sample port, stainless steel pressure gauge, loop drain valve, loop shut off valve, spray nozzle to continuously was down the inside of the tank and, and submicron vent with rupture disk finger in case of over pressure or vacuum conditions. The tank has installed switches for RO on, RO off, low-level alarm, and low-level pump shut down. CRI Dual Distribution Pump: 1 0080452 Pump, Distribution CRI Dual, 1HP, 230V, 3PH Single pump design includes the pump with isolation valves, stainless steel pressure gauge, and isolation dampers mounted on FRP unistrut. 3-phase motor is of TEFC design. The control panel is NEMA 4x with disconnect switch, ON/OFF switch, pump on light, motor protection, and motor starter of solid state design. The CRI Series repressurization and distribution pumps are high-head for flow rates up to 18 GPM and pressures up to 75 PSI per pump. The pump casing is stainless steel with engineered composite impellers and guideviens and a John Crane type 6 mechanical seal. Deionizer Bypass Header with Dump Valve: 1 0011-0021 Header, DI Bypass, Resistivity Connection, Connection, and Sample/Flush Valve-3/4" Alarm Panel with Remote: 1 00850252 Good Water, RO Alarm, Storage Tank Low, Cond. and Res. DI Alarm, Bicarb Low, Remote Requires a 115V plug-in receptacle for the main alarm panel in the water room. Interfaces with RO alarm relay, storage tank low level switch, and the bicarb distribution tank low level switch. Includes a resistivity monitor with divert to drain valve for monitoring final DI water quality, and a conductivity meter. Main NEMA 4x enclosure is 14" x 16". Remote enclosure is operated from the main with 24V circuit. 100 feet of multi-wire, low-voltage cable is provided. Remote enclosure is 4" x 6" surface wall mount. Audio and visual alarms at each panel with silence but main panel. Pre-Distribution Loop Pyrogen Filter Housing: 1 0021004 Housing 3/4" Dual, 20", After the storage tank, distribution pumps and deionizer tanks, an ultra-filter protects the water sent to the distribution to the distribution loop. The filter is wall mounted on FRP unistrut with inlet/outlet isolation valves and stainless steel pressure gauges. The housings are constructed of virgin polypropylene with 222 type cartridge connectors.
