- The Internal Revenue Service(IRS) intends to place an order with TTI/Vanguard on a sole source basis to provide a one year membership for fifteen (15) IRS employees to attend five(5) conferences, workshops and field trips per year; all written deliverables and publications to include pre and post conferece materials provided by speakers TTI/Vanguard is a unique forum for senior level executives to introduce, discuss and evaluate emerging breakthrough information technologies. TTI/Vanguard is the only known responsible source to provide this type of forum and no other supplies or services will satisfy the agencies requirements. The anticipated period of performance for this requirement is February 11,2014 through February 10, 2015. An award will be made on a sole source basis for the identified products/services under the authority of FAR 6.302-1 and 13.106-1. All responsible sources may submit a capability statement, proposal or quotation which shall be considered by the agency. Written responses shall be received by this office no later than 3:00PM Febrary 11,2014 and shall include sufficient information to provide evidence of their capability to provide the identified products and services. A determination by the Government not to compete this proposed action based upon responses to this notice is soley within the discretion of the Government.
