- Small Business Set-Aside Request for Quotation for Brand Name or Equal Salt Chlorine Generation System. The Naval Surface Warfare Center Panama City Division (NSWC PCD) intends to award a firm fixed price purchase order on a Brand Name or Equal Small Business set-aside basis, to acquire three ChlorKing NEX-GEN 80R3T on-site chlorine generator systems to support the Acoustic Test Facility (ATF) Underwater Multi-Sensor Test Pool. The test pool is a 9-million gallon, lined pool. The NEX-GEN system is designed specifically for commercial size swimming pools. The NEX-GEN 80 has the capacity to produce eighty pounds of chlorine per day. The UMS test pool will require three of the NEX-GEN 80 systems to meet the chlorine requirement. The NEX-GEN system utilizes a salt hopper to house the required salt while other traditional salt chlorinators require salt to be added to the pool and maintained at a certain level. Salt would need to be added on a continuing basis as the salt level is reduced due to backwashing and dilution. The size of the UMS test pool makes a traditional salt chlorinator system impractical and cost prohibitive. Due to the presence of sophisticated equipment within the test pool, the continuous addition of salt creates unnecessary hazards of damaging this equipment. The NEX-GEN 80 system requires that no salt be added to the pool and recirculates the pool water so the amount of salt required to produce the chlorine is reduced over time. The NEX-GEN 80 system also produces pH neutral chlorine unlike traditional chlorine generators which have no pH control and result in additional chemical costs to regulate the pH levels. Lastly, the chlorination system must be compatible with the existing US Filter 42" Horizontal Sand Filter (model NFS-42-A-410) and Marlow 25 HP pump (model N844A). Other offers will be considered on the basis that they meet or exceed the capabilities and performance of the NEX-GEN 80R3T system. The NAICS code is 221310 with a small business size standard of $25,500,000 and the FSC code is 4610. It is anticipated that the resultant contract will be a Firm Fixed Price contract. Delivery will be to the Naval Support Activity Panama City, Receiving Officer Building 100, 101 Vernon Avenue, Panama City, FL 32407-7001. Delivery terms for this requirement are FOB Destination. In order to be eligible for award firms must be registered in the System for Award Management (SAM). Please note that defense payment office may not make payment unless the contractor is established to receive electronic funds transfer (EFT). EFT payments are based on the contractor's EFT information contained in the CCR database. The NSWCPC has implemented Electronic Commerce (EC) in the acquisition area.
