- The solicitation will be a sole source negotiated acquisition with General Electric Aviation (GE) (CAGE 07482) that calls the contractor to provide a holistic, performance based support solution for an improved level of availability for identified engine platforms. To meet the Government objectives specified in the solicitation, GE will perform the following logistics management functions by applying their Original Equipment Manufacturer (OEM) based engineering and technical expertise to improve: depot maintenance turnaround times, supply support, material management, reliability, engineering support and sustainment elements, obsolescence management, packaging, storage, transportation and field engineering support of engines manufactured by GE: the F101, F110-100, F110-129 and F118, hereafter referred to as "F Series Engines." The F Series Engines Bill of Materials (BOM) components pose significant engineering, technical, diminishing manufacturing sources and raw material acquisition challenges. DLA has determined that real-time access to the engineering expertise, technical data and understanding of the manufacturing processes offered by the OEM is essential to successfully provide support for F Series Engines' maintenance and improved availability. As such, the acquisition has been approved for Other than Full and Open Competition as prescribed by FAR 6.302-1. GE shall provide primary support to the Oklahoma City Air Logistics Complex (OC-ALC) F Series Engines production and component lines along with ancillary worldwide field support. GE's improved F Series Engines availability for the Air Force (AF) customer will enable the AF to meet or exceed its War Ready Engine (WRE) allocation requirements at a reduced overall cost to the Government. This level of support shall be provided for the entirety of the GE F Series Engines BOM. While GE is responsible for the comprehensive level of support, DLA will remain the source of supply for items specified for DLA sourcing at while GE shall utilize its commercial supply chain for identified GE sourced items. The acquisition is a Requirements, Fixed Price with Prospective Price Redetermination contract type. The term will be a five-year base period with a single, three-year option period. The total duration (base plus option period) shall not exceed eight years. As indicated above, the performance based requirement for holistic F Series Engine support has been approved as a sole source acquisition to GE. The solicitation will be available at https://www.dibbs.bsm.dla.mil/RFP/ on its issue date, on or around 25 Feb 14 and will close on/about 3 Mar 14. Hard copies will not be available.
