- GENERAL REQUIREMENTS SUMMARY OF OPENINGS GENERAL ARRANGEMENTS PAINT SCHEDULE COATING SYSTEMS FOR STEEL SURFACES STATEMENT OF WORK J- PERFORM REPAIRS AND MODIFICATIONS TO 5 WATERTIGHT HATCHES ABOARD NOAA SHIP FERDINAND HASSLER. NOTICE DATE: FEBRUARY 10, 2014 Notice Type: Pre-solicitation NAICS: 336611 - SHIP BUILDING AND REPAIRING Contracting Office: Department of Commerce, National Oceanic and Atmospheric Administration (NOAA), Eastern Regional Acquisition, 200 Granby Street, Suite 815, Norfolk, VA 23510 The National Oceanic Atmospheric Administration (NOAA), Eastern Regional Acquisition, Norfolk, VA on behalf of Office of Marine and Aviation Operations (OMAO) is soliciting a requirement to perform repairs and modifications to five watertight hatches aboard the NOAA Ship Ferdinand Hassler, New Castle, NH. Provide all labor, material and equipment in accordance with the attached Statements of Work. This RFQ is 100 percent set-aside for small business concerns. The associated North American Industry Classification System (NAICS) code is 336611, which has a corresponding size standard of 1,000 employees. A Solicitation will be issued February 10, 2014 and will close February 19, 2014. The total period of performance for all work specified in the Statement of Work is February 20, 2014 through March 7, 2014. Evaluation factors for Award The Government will issue a firm fixed price purchase order to the responsible bidder whose bid, conforming to the solicitation results in the best value to the Government, considering both price and nonprice factors as specified in the solicitation. The following factors will be used to evaluate quotations: Past Experience: Vendors shall provide a minimum of three jobs of similar scope and size within the past three years. Price: Vendors will be evaluated on the basis of low price in conjunction with past experience. All responsible sources may submit a quotation which shall be considered by the agency. The anticipated award date is on or about February 20, 2014. Contractors are encouraged to register with the FedBizOpps Vendor Notification Service as well as the Interested Vendors List for this acquisition (see applicable tab within FedBizOpps where this synopsis/solicitation is posted).
