This is a sources sought synopsis only. This is NOT a request for proposals and in no way obligates the Government to award any contract. The purpose of this sources sought synopsis is to gain knowledge of interested vendors that may be of interest to the United States Coast Guard (USCG). BACKGROUND: The U.S. Coast Guard (USCG) currently operates sixteen HC-144A aircraft. The HC-144A aircraft Original Equipment Manufacturer (OEM) is Airbus Military based in Seville, Spain. The base CASA CN-235-300M aircraft provides the foundation for the USCG HC-144A aircraft. Changes to base aircraft configuration and the addition of supplementary systems, have been combined, resulting in a CG01 version of the CN-235M, the USCG HC-144A Maritime Patrol Aircraft. Certain structures of the aircraft are constructed from glass fiber, reinforced plastic, aramid fiber, kevlar, carbon fiber, honeycomb sections, and poly vinyl protection films, such as TEDALAR. In addition, non-carbon panels are protected from lightening strikes utilizing a wire embedded mesh, or the application of anti-static paint. Dimple washers may be installed to protect sandwich panels from crushing loads when fasteners are tightened during panel installation to other structures, as well as, providing a means for electrical bonding. The USCG HC-144A Maritime Patrol Aircraft are operated differently from general aviation in support of such Coast Guard missions as: Search & Rescue, Surveillance, Logistic Support, and Law Enforcement Missions. These missions require frequent operation at lower altitudes and in salt-laden environments which accelerate corrosion on airframe structures, engines and other components. The aircraft, the engines and their components are inspected by USCG personnel in accordance with the Original Equipment Manufacturers (OEM) periodic requirements and in conjunction with the USCG's specialized Asset Computerized Maintenance System (ACMS) and require particular aircraft parts and accessory replacement to accomplish this task. Inspections of the aircraft routinely show evidence of corrosion of rivets and dimpled washers. Corrosion is caused by dissimilar material where foil or screen used as lightening and static protection comes in contact with OEM washers, poor installation of washers during panel construction, or lack of proper corrosion protection during manufacture. USCG OBJECTIVES: The USCG, Aviation Logistics Center, Elizabeth City, North Carolina is seeking alternate sources who are Federal Aviation (FAA) Part 145 authorized repair centers with the experience and facilities to perform aircraft composite repair on all component items listed in the attachment. Potential sources shall have access to the following Original Manufacture's Manuals (OEM): CN235 Structural Repair Manual (SRM) CN235 List of Consumable Materials (LCM) CN235 Corrosion Control Manual The Coast Guard does not own nor can it provide the SRM, LCM, and Corrosion Control Manuals. Responses to this notice should include company name, address and telephone number, points of contact, and complete product details and brochures which will allow the USCG to understand your product, configurations, auxiliary equipment and options. Also, state approximate repair times (from induction to delivery), provide details and terms of any standard warranty included with the repair services. Additionally, detail if the product has been qualified for use in any Department of Defense (DoD) or Federal Government Aircraft. The applicable NAICS code is 488190 - Maintenance and Repair Services, Aircraft. REPLIES: Please respond to the following questions: (1) Is your business a large or small business and how many employees? (2) If small, does your firm qualify as a small, emergent business, or a small, disadvantaged business? (3) If disadvantaged, specify under which disadvantaged group and is your firm certified under Section 8(a) of the Small Business Act? (4) Is your firm a certified Hub Zone firm? (5) Is your firm a woman-owned or operated business? (6) Is your firm certified Service Disabled Veteran-Owned? (7) Is your product listed on a GSA schedule? (8) Do you have other government agencies using the product, and if so which agencies, POCs and contract numbers? (9) If possible, provide point of contacts for civilian users for general usage of product questions. Please provide copies of any certifications (FAA, EASA, ISO, OEM) and certify possession of OEM manuals with responses. After review of the responses to this sources sought announcement, and if the USCG still intends to proceed with the acquisition, a solicitation announcement will be published on the Federal Business Opportunity (FBO) website. Responses to this sources sought synopsis are not adequate response to any future announcement. All interested offerors will have to respond to the solicitation separately. Again, this is not a request for proposals and in no way obligates the USCG to award any contract. Firms responding to this announcement that fail to provide all of the required information cannot be considered. This notice is to help the USCG determine potential sources only. All firms responding are advised that their response is not a request to be considered for contract award. All interested parties must respond to that solicitation announcement separately from the response to this announcement. Responses to this sources sought synopsis are NOT a request to be added to a prospective offerors list or to receive a copy of the solicitation. Organizations having the required expertise and capabilities are invited to provide comments. The information contained herein shall pertain to this sources sought announcement only and shall not be construed as a solicitation for repair of the Coast Guard's HC-144A aircraft composite structures. The Coast Guard will not pay for any submitted information.
