Description
The Government is seeking sources for Market Research ONLY to support the services listed below for which the applicable NAICS code is 237990, Dredging Services. The Federal Supply Code (FSC) will be Z299. The Standard Industrial Code (SIC) used is Z299. The size standard for small business is $33,500,000.00. Interested parties sought for maintenance dredging project located at the Port of Oakland, CA. Project will be solicited as an Invitation For Bids (IFB) contract to include dredging in both inner and outer harbors. Interested parties will be invited to attend a Pre-Solicitation conference to receive the latest project related information as well as information on available permitted upland disposal sites. NO AWARD will be made from this Sources Sought. NO SOLICTATION, SPECIFICATION, OR DRAWINGS ARE AVAILABLE AT THIS TIME. Potential offerors having the skills and capabilities necessary to perform the described services below are invited to provide feedback via email to: James.E.Garror@usace.army.mil or Shirley.A.Turbo@usace.army.mil All responses will be analyzed in order to determine the appropriate strategy for a potential future acquisition. Particularly, the purpose of this NOTICE is to gain knowledge of potential small business sources including certified HUBZone small business, Service-Disabled Veteran Owned small business, Veteran-Owned small business, Certified 8(a) small business, Women-Owned small business, etc. Other than Small Business may respond to this notice in the event the market does not indicate significant Small Business interest. Project Description: The work consists of maintenance dredging of Oakland Inner & Outer Harbor Channel of approximately 800,000 cubic yards of materials, to provide a project authorized depth, -50-feet (MLLW) plus 1 foot allowable paid over-depth for the Inner Harbor and Outer Harbor Channels. Dredged material excavated from the Oakland Inner and Outer Harbor Channels shall be transported and off loaded at a fully permitted upland beneficial use site of the Contractor's choosing. The Contractor or the upland site must have all necessary equipment to transfer dredged material from the Contractor's scows into the upland site in accordance with the upland site's permits and conditions. As a back-up site in the event that the Contractor-furnished site becomes unavailable, the Contractor will be allowed to dispose up to 50,000 cubic yards of dredged material at the San Francisco Deep Ocean Disposal Site (SF-DODS) located approximately 62 miles offshore. CAPABILITIES AND QUALIFICATIONS: a. Qualified personnel are required with recent knowledge and experience in: 1. Interested parties must have the capability and equipment necessary for dredging and disposal of dredged material at the San Francisco Deep Ocean Disposal Site (SF-DODS), which requires scows with current ABS certification for ocean disposal. Interested parties are required to submit proof of ownership, or access to, ABS-certified scows that meet EPA requirements, including current scow certification documentation from an independent third party inspector, as part of the response to this Market Research. Interested parties may submit inspection ABS certification documentation from previous contracts executed within the last 12 months. Interested parties must have the capability to dredge at a minimum daily rate of 7,000 cubic yards, including appropriately sized scows and dredge bucket, all necessary scow offloading and pumping equipment in order to complete all work within the period of performance specified in the contract solicitation. 2. Contract work will start after August 1, 2014 and will cease before December 1, 2014. Interested parties will submit bid proposals for disposal of dredged material at any permitted upland sites provided the contract work can be completed within the specified period of performance. However, interested parties must still have ocean disposal capability because the SF-DODS site will remain as the back-up site if the interested party's proposed upland site becomes unavailable and the work cannot be completed within the contract's period of performance. CAPABILITY STATEMENT The following requests are designed to apprise the US Army Corps of Engineers, San Francisco District, of prospective contractors' execution capabilities. Please provide your response to the following: 1) Offeror's names, address, point of contact, phone number, and e-mail address. 2) Offeror's capability to execute this contract shall provide: a sample contract of this magnitude and complexity with demonstrated comparable scope, performed within the past 5 years - brief description of the project, customer name, timeliness of performance, customer satisfaction, dollar value of the project, and date of completion. a) Please provide at least 2 example projects. 3 Offeror's type of small business and Business Size (Small Business, Certified 8a, Certified HUB Zone, and Service-Disabled Veteran-Owned Small Business (SDVOSB), etc.). Your response is limited to 3 single-sided pages total - using 10pt font.
