This is a single phase effort consisting of a written proposal leading to the award of a firm-fixed price (FFP) Indefinite-Delivery / Indefinite-Quantity (IDIQ) contract. The Government intends to conduct a source selection in accordance with the commercial source selection procedures contained in the Federal Acquisition Regulation (FAR), Part 12 in conjunction with FAR Part 15. The Government is seeking potential Offerors with the capability to provide for the transfer and performance of SI services, currently provided by multiple SIs, to a single SI with the objectives to eliminate redundancy, improve utilization of SI resources, standardize business practices, improve process and product quality, and reduce Marine Corps lifecycle ownership costs. Requests for Clarification (RFCs) will be accepted through 25 February 2014. RFCs should be submitted directly to the attention of the KO at MCSC_ISI@usmc.mil subject line -- TFITS SI Consolidation RFP RFC. Answers to the RFCs will be provided through Amendments to the solicitation on FBO. Therefore, questions/comments shall not be marked with a restrictive legend and shall not include proprietary information. The Government is not obligated to provide responses to all RFCs, but will consider them and incorporate changes into the RFP as deemed necessary. Any Offeror planning to submit a proposal as a Prime contractor should submit an Intent to Propose no later than 14 days prior to the close of the solicitation. All Intents to Propose should be submitted directly to the attention of the KO at MCSC_ISI@usmc.mil, subject line - TFITS SI Consolidation RFP Intent to Propose. Please include the Prime Contractor's name and any planned subcontractors/team members.
