- In accordance with the Federal Aviation Administration (FAA) Acquisition Management System (AMS) paragraph 3.2.2.4, the purpose of this announcement is to inform the industry of the basis of the FAA ™s decision to contract using single source procedures. I. INTRODUCTION/STATEMENT OF INTENT The Federal Aviation Administration (FAA) intends to award a twelve (12) month single source contract extension to each of the incumbent DUATS contracts, consisting of a six (6) month extension and a six (6) month option period. The period of performance of each single source contract extension will be from March 17, 2014 “ March 16, 2015, if the options are exercised. II. DESCRIPTION OF SUPPLIES/SERVICES DUATS is an internet-based service that provides General Aviaion (GA) pilots with preflight services via self-briefings and flight plan filing without the aid of a Flight Service (FS) Specialist. DUATS technical support is available via telephone to resolve access issues; however, no Air Traffic operational expertise is offered. National Airspace System (NAS) connectivity is provided via the National Airspace Data Interchange Network (NADIN)-II, which interfaces with the Weather Message Switching Center Replacement (WMSCR) system for weather advisories and with air traffic operations for filing flight plans. DUATS provides aviation weather in both textual (alphanumeric) and graphical formats. After obtaining an online briefing, pilots can then use DUATS to file, amend, and cancel domestic Visual Flight Rules (VFR) and Instrument Flight Rules (IFR) flight plans. III. REASON FOR SINGLE SOURCE EXTENSIONS The Flight Services Office is planning to realign its mission by modernizing its services and delivery methodologies. Flight Service can provide efficiencies and value for its stakeholders by expanding the use of existing and developing technologies for functions that continue to support the mission of the FAA, realigning activities, and discontinuing others. This initiative is called Flight Service Delivery Modernization (FSDM). Due to the complexity of flight services and the number of stakeholders affected by the potential changes to flight services, the implementation of the FSDM initiative is a significant effort. Over the next 6-12 months, the FAA will need to determine if Core Safety Functions* can be integrated into other areas of the ATO, determine services that are redundant, obsolete, and/or discontinued, determine the feasibility of a commercial market for services discontinued by the FAA, define requirements for the mature state of flight services, identify changes to flight service infrastructure and level of effort required to achieve the end-state, and conduct outreach to affected stakeholders. Additional time will also be needed to conduct activities necessary to ensure a low risk implementation and transition from the current delivery of flight services to the future delivery of flight services. While the FAA conducts the activities identified above, the FAA requires continued DUAT services. A 6-12 month single source extension of each DUATS contract will allow the FAA time to complete its alternatives analysis, identify its approach, assess safety impacts of potential changes, and develop firm requirements for the future delivery of flight services. * Core Safety Functions are search and rescue (VFR flights), emergency services, weather observation entry, Notices To Airmen (NOTAM) entry and dissemination, security (includes SFRA/ADIZ/FRZ), clearance relay, Pilot Weather Reports (PIREPs) entry, as well as services provided to DoD.
