Description
DRAFT SOW THIS IS A REQUEST FOR INFORMATION (RFI) ONLY for the purpose of exploring alternative solutions and determining industry capabilities in facility and program assesment in Afghanistan. The information provided in the RFI is subject to change and is not binding on the Government. The Department of State has not made a commitment to procure any of the items discussed, and release of this RFI should not be construed as such a commitment or as authorization to incur cost for which reimbursement would be required or sought. All submissions become Government property and will not be returned. (see attached for draft SOW) Background: The Bureau of International Narcotics and Law Enforcement (INL) of the Department of State (DOS) designs, implements and oversees multiple justice, corrections and counter narcotics programs in Afghanistan. The need to effectively monitor and maintain oversight of INL projects will remain an area of importance and focus as the transition process continues in Afghanistan. These programs require implementation and monitoring activities which INL seeks to fulfill utilizing Afghan Local National (ALN) personnel with a variety of skill sets and backgrounds. INL's goal is to solicit the services of a third party contractor that has a pool of technically trained Afghan Local Nationals with the skills, cultural knowledge, linguistic capability and flexibility to travel around Afghanistan to conduct implementation, assessment, and monitoring tasks assigned by INL program officers at Embassy Kabul.The Flexible Implementation and Monitoring Team is intended to be a monitoring and evaluation element that will operate out of a secure area within Kabul, Aghanistan. The Government intends to provide life support and office space for the team. The government intends for the potentially awarded firm to find and then hire two or three local Afghanistans capable of performing such tasks as taking pictures, writing reports, monitoring construction progress, auditing of accounts, checking up on contractors or grantees, monitoring training, etc. These services will be conducted in remote specific areas where security restrictions apply, therefore local nationals are required to perform these tasks. The potential vendor would hire local Nationals with particular skills such as interpreters to assist with preparing reports in English, engineers to look at construction projects or look at engineer specific components of ongoing projects/programs. Scope of Work Summary: -See attached for SOW with Requirements The government is seeking U.S. companies with expertise in corrections, justice sector development, gender issues, and law enforcement. The contractor would be responsible for paying for the travel of the Afghanistan local Nationals to get to the sites/programs as well as providing cameras, GPS's, and other ADP equipment as required to complete the task.
