Description
The purpose of this contract is to provide Medical and Dental Non-clinical Case Management and administrative Care Coordinator staffing in support of Individual Medical Readiness (IMR) to the 54 States and Territories. This contract is designed to be flexible, responsive, and meets the ever-evolving needs of the NGB and the 54 states and territories. This is a firm fixed-priced contract with time and materials CLINs for Travel and ODCs. 2. SCOPE a. The Army National Guard (ARNG) Surgeon's Office requires a highly responsive process whereby the National Guard Bureau, individual states and territories can quickly obtain needed support and services. This PWS reflects existing National Guard Bureau policies and regulations. b. The Contractor shall furnish all labor and services required to provide a wide range of Medical and Dental Non-clinical Case Management and Medical Administrative support services, including but not limited to, tracking and assisting the soldier through the Medical Management Processing System (MMPS) utilizing approved ARNG electronic data systems to document and follow soldiers with medically limiting profiles until they reach a Medical Retention Decision Point (MRDP), also including medical administrative support for Periodic Health Assessments (PHA), Soldier Readiness Processing (SRP), and Soldier Readiness Certification (SRC) events. c. The ARNG will provide required computers, scanners, telephones and materials necessary to comply with contract requirements. d. The Contractor shall establish a Quality Control Plan (QCP) within 30 days of award to facilitate successful performance of the project. The QCP shall include a detailed discussion of the steps proposed to ensure quality, adherence to schedule, proactive communication, and adherence to budget. The QCP shall include a description of corrective action steps to take should the Contractor performance be substandard. An organizational depiction of the project team and chain(s)-of-command shall also be included in the QCP. The QCP shall be submitted for review and acceptance no later than 30 days after contract award. 3. PLACE of PERFORMANCE. The Contractor shall provide these services in multiple locations throughout the United States. See Appendix A and Appendix B for recommended staffing levels and locations for work to be performed. The Contract employees may be required to be deployed to execute any missions to support and augment the ARNG consistent with all services described within the PWS as shown below. Specifically, in the event of a mobilization, the Contractor shall ensure that adequate non-clinical case management support is available for deployment to locations to best support these activities (i.e. work at armories.) Additionally, the staffing levels and locations may change to remain responsive to the ARNG's evolving case-management requirements Our requirement is for the selected company to provide active management of the 574 non-clinical case managers who are located across all 54 states and territories, to include: firing, hiring, work time management, initiation of security suitability investigation processes, provision of initial training for new hires and recurrent training for incumbent personnel, assure hired personnel possesses and maintains up-to-date licensure appropriate to their position as required, mediate employer/employee disputes, administer appropriate FICA submissions, workman's comp, and health care coverage, and attend to all other personnel issues that may arise.
