- Justification for Other Than Full and Open Competition The Department of Labor, Chief Evaluation Office intends to award a sole source purchase order for a period of twelve (12) months to Philip L. Martin, Inc., located Eagle Place, Davis, CA 95616 to assess changes in the hired farm labor force and perishable crop agriculture over the last 25 years and the implications of those changes for the Department of Labor (DOL) laws, regulations and standards. The resulting purchase order will firm fixed price service. Negotiations may be conducted using other than full and open competition procedures pursuant to authority of FAR 6.302-1(b)(1). The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, the Government will consider all proposals received for future reference. The Government will not be responsible for any cost incurred in preparation of request for quotation. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. All interested sources may submit a proposal which will be considered by the agency for future purposes.
