- The 410th Contracting Support Brigade has a requirement for installation of an electrical power cable system in San Pedro, Belize. The power cable will run from the San Pedro Port/ Dock Area to the San Pedro Coast Guard Station. A portion of this cable will be run under the channel leading to the San Pedro Port. The Contractor is responsible for providing all personnel equipment, parts and services under the terms of this contract. Contract Information: The award will be based on Lowest Priced, Technically Acceptable Offer (LPTA) best value acquisition which will be cited in the solicitation. The resulting contract type shall be firm fixed price. The solicitation will be issued unrestricted to allow U.S. and non U.S. firms to participate. The solicitation, including drawings and specifications, will be available for download from FedBizOpps - website: http://www.fbo.gov. The solicitation, and the associated documents for this project, will not be issued on CD unless there are technical difficulties that cannot be promptly corrected on the FedBizOpps website. All notifications of changes to this solicitation shall be made through the Internet only. It is the contractor's responsibility to check for any posted changes to the solicitation. The solicitation and any future amendments to the solicitation will be available for download via the FedBizOpps website on or about 3 Mar 2014. SAM/FBO Registration: Potential Offerors MUST register at http://www.fedbizopps.gov in order to receive notification and/or changes to the upcoming solicitation. All contractors MUST be registered in the new System for Award Management (SAM) formerly Central Contractor Registration (CCR) database or their proposal will not be considered. Contractors can obtain further information on the SAM at web site https://www.sam.gov/portal/public/SAM/. This notice does not obligate the Government to award a contract nor does it obligate the Government to pay for any proposal preparation costs. Availability of Funds: Funds are not presently available for this project. The Governments obligation under this contract is contingent upon availability of appropriated funds from which payment for contract purposes can be made. No legal liability on the part of the Government for any payment may arise until funds are made available to the Contracting Officer for this contract and until the Contractor receives notice of such availability, to be confirmed in writing by the Contracting Officer. Contemplating Awardee: Since the contemplating contract is to be awarded by the contracting activity located in Fort Sam Houston, Texas and to be performed in Belize, the Offerors must meet the following two requirements for OCONUS: (1) DFARS 252.225-7042, quote mark Authorization to Perform quote mark - The Offeror has been duly authorized to operate and to do business in the country in which the contract is to be performed, and (2) FAR 52.236-7, quote mark Permits and Responsibilities quote mark - The Contractor shall, without additional expense to the Government, be responsible for obtaining any necessary licenses and permits, and for complying with any host government and political subdivisions laws, codes, and regulations applicable to the performance of the work.
