- Description
- The U.S. Environmental Protection Agency (EPA) intends to negotiate on a sole source basis, under the authority of FAR 13.106-1(b), with Bevilacqua Knight, Inc (BKI) for the 2014 annual membership into the California Fuel Cell Partnership (CaFCP). This partnership is a collaboration of auto manufacturers, energy companies, fuel cell companies, the State of California, and other federal agencies. As a member of the CaFCP, the U.S. EPA will participate and share in the information and experiences generated during demonstrations of fuel cell powered vehicles. Bevilacqua Knight, Inc is the administrator of this partnership and will provide administrative support and periodic deliverables to include, but not limited to: 1) CaFCP meeting materials and minutes; 2) CaFCP Energy Response and Safety Plan(s); 3) Fuel Cell Vehicle Draft Roadmaps Reports, communications products and material; and 4) related reports and information. However, any firm believing itself capable of meeting the EPA?s requirement may submit technical documentation to establish the potential of complying with the specifications. Such documentation must be submitted to the point of contact within 14 days of the posting of this notice. A determination not to compete the proposed requirement, based upon responses to this notice, is solely within the discretion of the Government. Information received will normally be considered only for the purpose of determining whether to conduct a competitive procurement or to proceed on a sole source basis.
