Description
This is a Sources Sought (SS) and a Request for Information (RFI) to identify potential companies (sources) capable of, and interested in, providing Credit Modeling Technical Services Assistance to The U.S. Small Business Administration (SBA), Office of the Chief Financial Officer (OCFO), Office of Financial Analysis and Modeling (OFAM). OFAM is responsible for all modeling processes, and financial and statistical analysis of the SBA's business loan programs and disaster loan programs. The OFAM calculates and provides President's Budget formulation cost estimates with subsidy rates to the Office of Management and Budget (OMB) performs annual re-estimates (both Financial Statement and President's Budget) for over 150 cohorts for its business loan and disaster loan programs, and performs cost estimates and analyses as requested by the senior management within SBA, OMB, House or Senate committees and the Congressional Budget Office. Given the constant evolution of best practices in the federal credit modeling environment, the Vendor shall be required to provide various types of technical assistance with all analysis, and research to ensure that its services provide SBA with credit reform models and processes that are current, compliant with regulations, relevant, and reflective of industry best practices. This request is for planning purposes only; and it is not a request for proposal. This sources sought does not constitute a solicitation and there is no guarantee a formal solicitation will be issued by the Government as a result of responses to this RFI. The purpose of this request is to determine if a 100% set aside for Small Business or a Partial Small Business is a viable acquisition strategy. The primary NAICS Code is The Government does not intend to award a contract based on this SS/RFI or otherwise pay for information solicited. Please identify any proprietary information submitted. All information submitted will be held in a confidential status. The following questions should be answered within the white paper response. Responses should be limited to a maximum of five pages and should be received in this office NLT February 28, 2014 by 3:00p.m. BASIC CAPABILITIES Companies shall provide supporting information indicating that they presently have the following qualifications and capabilities: Over 5 years of experience: a. Assisting and advising Federal Credit Reform loan program Agencies; b. Advising on conformance to Federal Credit Reform Act of 1990 and OMB's A-11, as well as other relevant regulatory pronouncements; c. Conducting regional or local economic analysis; d. Conducting all types of loan program financial analysis; e. Demonstrable core competencies in the development / creating of complex credit reform financial models; Documenting internal processes for quality of service monitoring, metrics management, quality assurance, and continuous process improvement. REQUIREMENTS INQUIRY Companies shall provide responses to the following questions with regard to the basic requirement. If the response is affirmative, the company shall include a brief description of the proposed methodology to fulfill each item identified. If the response is negative, the company shall provide a brief description explaining why the item identified is not achievable. In the given time frame and cost parameters described above, is it feasible: 1) To conduct a required Agency reestimate process and related analyses. 2) To conduct Agency budget formulation process with for loan programs.
