Description
This is a Sources Sought Synopsis; THERE IS NO SOLICITATION AVAILABLE. Requests for solicitation will not receive a response. Under FAR 52.219-14, Limitations on Subcontracting, the prime contractor must perform at least 50% of the cost of contract performance incurred for personnel shall be expended for employees of the concern for service-type procurement. The Great Lakes Acquisition Center (GLAC) in Milwaukee, WI is conducting market research with the intent of determining the interest, capabilities, and qualifications of potential businesses for the cleaning and degreasing of hoods and the cleaning and treatment with fire retardant of duct work in the canteen building and main hospital kitchen room at Jesse Brown VA Medical Center in Chicago, IL This Sources Sought Synopsis is published for market research purposes. This market research will be used to determine if a set-aside for any small business program is appropriate. Proposed project anticipates competitive, firm fixed price contract. Please review this announcement, including all attachments, in their entirety. Request that interested offerors complete and return a Capabilities Statement as described below. Capabilities Statement will be used to identify firms who possess both the capability and experience to provide cleaning services for the cafeteria air duct work at the Jesse Brown VA Medical Center. The Government is in no way obligated to do business with or to enter into any form of contract with any person, firm or other entity that receives or responds to this announcement. The Contractor shall provide all management, tools, materials, supplies, equipment and labor necessary to clean and degrease hoods and scrape, wash down and spray fire retardant in duct and duct work, in Canteen Bldg. 11A, Rooms 1295 and 1288 and in the main Hospital Kitchen Room 3495 at Jesse Brown VA Medical Center, Chicago, IL. Work shall be performed during evening shift as noted herein. All services shall be performed in accordance with the Conformance Standards and manufacturer's recommendations. In addition to the information requested in the paragraph below, entitled "Capabilities Statement", responding parties must also indicate their size in relation to the applicable North American Industry Classification System (NAICS). The NAICS Code is 561790 with a Size Standard of $6,500,000.00 in revenue. CAPABILITIES STATEMENT Interested parties shall submit a Capabilities Statement, BRIEF and CONCISE, yet clearly demonstrates ability to meet the stated requirements. The Capabilities Statement should clearly present evidence that the interested party feels is relevant. All interested firms responding to this Sources Sought Notice are requested to provide a capability statement which needs to include: - Company Name - Point of Contact Name, Phone Number and Email - Business Status (i.e., 8(a), HUBZone, Woman-owned, SDVOSB, Large, etc.) - Dunn & Bradstreet Number - Commercial and Government Entity (CAGE) Code - Indication of Current Systems for Awards Management (SAM) Registration (i.e., SAM and Online Representations and Certifications (ORCA) registration, etc.) - Capabilities statement (i.e., similar government and commercial contracts for cleaning of kitchen air ducts.) The period of performance shall be for one (1) Base Year of approximately 12 months and four (4) 12-month option years. Prior Government contract work is not required for submitting a response under this sources sought synopsis. The Contractor shall provide all supervision, tools, materials, supplies, equipment and labor necessary to clean and degrease hoods and scrape, wash down and spray fire retardant in duct and duct work, in Canteen Bldg. 11A, Rooms 1295 and 1288 and in the main Hospital Kitchen Room 3495 at Jesse Brown VA Medical Center, 820 South Damen Ave., Chicago, IL 60612. BASIC SERVICES. The Contractor shall clean and degrease hoods and inspect, scrape, wash down, clean, and spray fire retardant in the duct and duct work in areas specified in Paragraph 1. Services shall be performed in accordance with manufacturer's recommendations and industry standards on a quarterly basis. All work shall be performed during the evening shift after Dietetic Service and the Cafeteria/Canteen closes. Anticipated work hours shall be from 4:00 pm to midnight. Dates for service must be scheduled in advance at a mutually agreed date between the Contractor and the COTR. All work shall be performed in accordance with the Conformance Standards. The Contractor shall inspect each hood, exhaust and duct exhaust system in accordance with NFPA Standard 96, OSHA, ASTM publications, Conformance Standards and the manufacturer's instructions. Contractor shall perform operational tests on hoods and duct exhaust systems in accordance with NFPA Standard 96 and manufacturers' listed procedures. The Contractor shall be responsible to remove all accumulations of dirt, soot, dust, lint, grease, oily residue, food substances, debris and all other foreign matter from all specified systems and equipment. Vacuum cleaning and air agitation equipment used to accomplish required cleanings shall be Underwriters Laboratories labeled and approved for hospital use. Equipment shall operate at noise levels appropriate for a hospital environment. When performing cleanings of duct work systems serving food preparation/serving and similar sensitive areas the Contractor shall temporarily install appropriate relief valves and filters in spur ducts from the main trunks to prevent discharge of dirt, dust, suspended particulate matter, etc., into the areas upon restart of the air handling units. The Contractor shall not under any circumstances bring to or use on the station any detergent, solvent, decarbonizer or any other substance or agent that possesses flammable, combustible, toxic and/or explosive properties. Where applicable, Contractor personnel shall be certified by appropriate federal and state regulatory agencies to meet federal and local certification requirements in maintenance of oil/water separators, grease traps and septic tanks. All work under the provisions of this contract shall be performed by experienced and properly trained personnel directly employed by the Contractor. The Contractor shall assign a job superintendent who will supervise and be directly responsible for the accomplishment of the work and will physically remain at the job site at all times while required cleanings are being performed. Contract service shall ensure that the equipment functions in conformance with the latest published edition of the applicable EPA, NFPA-96, UL, OSHA, VA, JCAHO, state, local, federal and all applicable regulations for the work identified herein.
