- This is not a solicitation announcement. This is a sources sought synopsis only. The purpose of this synopsis is to gain knowledge of potential qualified sources and their size classification (Hubzone, 8(a), Small Business, Small Disadvantaged Business, Veteran Owned Small Business or Service Disabled Veteran Owned Small Business) relative to NAICS 562910 (Size Standard 500 employees). Responses to this synopsis will be used by the Government to make appropriate acquisition decisions. Responses to this sources sought synopsis are not considered responses to any potential solicitation announcement. The Department of Veterans Affairs VHA Network 15 Contracting Office is seeking information concerning possible sources to provide Polychlorinated Biphenyl (PCB) Remediation for elevator shaft located at the Robert J. Dole VA Medical Center 5500 East Kellogg Ave Wichita, KS 67218. The VA intends to award a contract to a qualified organization to provide these services for approximately the period of time of 03/01/2014 thru 02/28/2015 base year, with four follow-on option years. A Request for Quotes will be posted on FebBizOpps after the VA concludes its market research to the availability of possible sources. These services have been provided by expiring contract VA255-13-C-0010. All interested firms shall provide the following information: company name, address, point of contact, phone number, email address, capability statement, business size and socio-economic classification. Telephone responses will not be accepted. Responses must be received in writing no later than 12:00 p.m. CST Feburary14, 2014. This notice is to assist the VA in determining sources only. A solicitation is not currently available. If a solicitation is issued it will be announced at a later date, and all interested parties must respond to that solicitation announcement separately from the responses to this announcement. Responses to this sources sought is not a request to be added to a prospective bidders list or to receive a copy of the solicitation. See Statement of Work and Task Description below: Robert J. Dole Veterans Administration Medical Center Wichita Kansas Statement of Work 1. SCOPE: The contractor shall furnish all labor, transportation, materials and proper disposal of all waste as necessary to continue Polychlorinated Biphenyl (PCB) Remediation procedures for the elevator shaft in Building 2. All work must satisfy Toxic Substance Control Act, local, state, and federal - requirements. The approved monitoring plan shall be available at the Robert J. Dole VAMC Wichita, Kansas. 2. SERVICES TO BE PROVIDED: a. The contractor shall provide all labor, materials and supervision to perform inspection, monitoring and maintenance procedures in accordance with the U.S.EPA approved plan. Services consist of: (See accompanying task description listed below) weekly PCB remediation system inspections, maintaining system monitoring requirements, supplying and replacing of any necessary filters, water removal and disposal. Further requirements include providing the facility representative: evidence of system and components maintenance, future cleanup plan, estimates of cost of future cleanup, copies of bills for review, attend project management meetings, and all information and data obtained from laboratory analyses. b. The contractor will perform his/her duties during normal Wichita VAMC business hours, 8:00 AM - 5:00 PM, Monday-Friday, except Federal Holidays. 3. SPECIAL INSTRUCTIONS: Contractor Check-in - The contractor's representative will schedule all work with the Facilities Management Foreman Keith Andrews or designated representative Wichita Kansas Veterans Medical Center (VAMC) at (316) -651-3609, prior to performance of services. Contractor shall report all issues to the Contracting Officer's Representative (COR) -James J. Correia at (316) 685-2221 X57753 while performing work at the Wichita Kansas VAMC. 4. IDENTIFICATION: The contractor's field service employees shall wear visible identification at all times while on the premises of the VA Medical Center. Smoking is prohibited inside of buildings. Possession of weapons is prohibited. Enclosed containers, including tool kits, shall be subject to search. Violations of the VA regulations may result in citation answerable in the United States (Federal) District Court. 5. VEHICLES: All vehicles will be locked and keys removed while performing service on the Medical Center's property. This is intended to protect the contractor's property and provide for safety of Medical Center personnel. Vehicle(s) shall be identified. Parking in the appropriate designated parking areas is expected. Information on parking is available from the VA Police. The VA Medical Center will not invalidate or make reimbursement for parking violations of the contractor for any conditions. 6. SAFETY REQUIRMENTS: In the performance of this contract, the contractor shall take such safety precautions as the Contracting Officer or designee determines to be reasonably necessary to protect lives and health of occupants of any building. The Contracting Officer or designee will notify the contractor of any noncompliance with the foregoing provisions and action to be taken.
