Description: SEE ATTACHED AMENDMENT 0001. The Federal Aviation Administration (FAA), Eastern Logistics Service Area-ASO, College Park, GA, is issuing Screening Information Request (SIR) # DTFAEN-14-R-00033, Paint Buildings at the Air Route Traffic Control Center, Memphis, TN 38118 as detailed in the Specifications and Drawings attached to the Solicitation in accordance with the Acquisition Management System (AMS) 3.2.2.2 Policy as supplemented with additional information included in this notice. The NAICS code for this acquisition is 238390, Other Building Finishing Contractors, and the small business size standard is $14 million average annual receipts over the past 3 fiscal years. The estimated magnitude of construction is between $50,000 and $100,000. This posting is best viewed at FAA Contract Opportunities, https://faaco.faa.gov. No individual notification of any amendments will be provided. It is the Offerors' responsibility to visit this website frequently for updates on this procurement. All questions shall be addressed to the Contracting Officer in writing. Any questions regarding this SIR/RFO must be received three (3) days prior to the date set aside for offers due. All correspondences shall contain the SIR # in the subject line. Telephone inquiries will not be accepted. Site Visit The FAA urges and expects offerors to inspect the site where the work will be performed. A one-time site visit will be conducted on 11 February 2014 at 9:00am (EST) at the FAA Air Route Traffic Control Center, 3229 Democrat Road, Memphis, TN 38118. Information provided at this site visit as well as answers to questions shall not change/qualify the terms and conditions of the solicitation and specifications. Terms remain unchanged unless the solicitation is amended in writing. ATTENDANCE AT THIS SITE VISIT IS STRONGLY ENCOURAGED. Offer Submission Please see Part IV “ Section L - INSTRUCTIONS, CONDITIONS, AND NOTICES TO OFFERORS, for complete offer submission requirements. All offers must be submitted NO LATER THAN 25 February 2014, 2:00 PM (EST). Any responses received after this date and time, will not be considered in accordance with AMS provision 3.2.2.3-14, œLate Submissions, Modifications, and Withdrawals of Submittals. If all requested information is not furnished, the vendor's response may be determined ineligible. Telephone inquiries will not be accepted. Set Aside This requirement is reserved exclusively for competition among socially and economically disadvantaged business [SEDB/(8(a))] vendors, pursuant to AMS policy 3.6.1.3.4. Please see PART II - Section I - CONTRACT CLAUSES, for complete explanation of this limitation. Evaluation Offers will be evaluated using criteria described in Section M of the SIR. Technical combined with Past Performance and Experience is significantly more important that price. However, due to funding constraints price is still an important factor. Potential offerors should note that the FAA reserves the right to communicate with one or more offerors at any time during the solicitation process.
