Amendment to RFI. REQUEST FOR INFORMATION (RFI) USAF PKI Smart Card Interface Development (SCID) 11 February 2014 INTRODUCTION: THIS IS A REQUEST FOR INFORMATION (RFI) ONLY. This is an RFI released pursuant to FAR 15.201(e). This RFI is issued solely for information, planning purposes and market research only; it does not constitute a Request for Proposal (RFP). This RFI does not commit the U.S. Government (USG) to contract for any supply or service. The USG is not at this time seeking proposals. Respondents are advised that the USG will not pay any cost incurred in response to this RFI. All costs associated with responding to this RFI will be solely at the interested party's expense. Not responding to this RFI does not preclude participation in any future RFP. The information provided in this RFI is subject to change and is considered non-binding. All submissions become the property of the USG, and will not be returned. BACKGROUND: The Air Force Life Cycle Management Center, Cryptologic and Cyber Systems Division, Air Force PKI SPO (AFLCMC/HNCYP), requests your response to the following RFI. The purpose of this RFI is to collect information that will potentially assist in the development of the Smart Card Interface Development (SCID). The Air Force is seeking commercially available information or utilities that will improve and/or modernize the current smart card-host software interface. Desired functionality and features are described in a classified addendum. To request a copy of the classified addendum, please contact Ms. Jeanne Morey at jeanne.morey.ctr@us.af.mil. Any firm receiving a copy of the classified addendum will agree to destroy the copy IAW DoDM 5200.01 by the RFI due date. The proposed North American Industry Classification System (NAICS) Code is 541511 (Custom Computer Programming Services) ; proposed Product and Service Code (PSC) is AJ25 (R&D - General Science/Technology: Mathematical/Computer Sciences (Operational Systems Development)), and the Small Business Size Standard is $25.5M. REQUESTED INFORMATION: Respondents are requested to provide a concise capability statement/white paper, addressing the following: •1) General approach to meeting SCID project goals as detailed in the classified addendum. •2) Rough order of magnitude (ROM) cost estimate for development and licensing that meets SCID project goals as detailed in the classified addendum. •3) Top-level work breakdown structure (WBS) of the project. •4) Current ability to provide personnel that are cleared to the Collateral SECRET level. •5) Company name, address, points of contact, telephone numbers, fax numbers, email addresses (to include SIPRNET if any), CAGE code, and NAICS code. •6) Identification of business size and if currently designated as a small business as defined in FAR 19.1 (i.e. 8(a), Small Disadvantaged Business, Woman Owned Small Business, Veteran Owned Small Business, HUB Zone Small Business, Service Disabled Veteran Owned Small Business, and HBCU/MI ). •7) Any teaming arrangements if applicable. •8) Past and current performance background as it relates to supporting the above requirements, to include the following: •a. Contract Number •b. Title and brief summary of the objective of the effort •c. Contracting agency or firm (Government or commercial) •d. Value of the contract and period of performance •e. Type of contract (i.e. fixed price, cost reimbursable, labor hour, etc.) •f. NAICS code/small business size standard •g. Any other information deemed useful to the effort •9) Identification of current contract vehicles held by the respondent which may accommodate the scope of this effort (i.e. GSA Schedule, GSA GWAC, NETCENTS, etc.) •10) Validate the proposed NAICS & PSC codes. Based on the information received in response to this RFI, the Contracting Officer may change the NAICS and PSC codes. SUBMISSION PROCEDURES: Capability statements/white papers must be identified with "USAF PKI Smart Card Interface Development" and are due no later than Friday, 21 Feb 2014, 4:00 P.M. CST. Questions regarding this RFI must be submitted and received no later than Friday, 14 Feb 2014, 4:00 P.M. CST. Questions received after the required submission date will not be accepted. Telephone calls regarding this RFI will not be accepted. Questions regarding this RFI must be emailed to: richard.bremer.4@us.af.mil and dino.perez@us.af.mil. Send one (1) electronic copy in either MS Word or Adobe PDF format on SIPRNET to dinoperez@lackland.af.smil.mil ; or deliver one (1) hard copy to: Attn: Dino Perez, 230 Hall Blvd Ste 131, AFLCMC/HNCOI, San Antonio TX, 78243. Acknowledgement of receipt of responses will not be made, nor will respondents be notified of the Government's evaluation of the information received. However, should such a requirement materialize, no basis for claims against the Government shall arise as a result of a response to this RFI or the Government's use of such information as either part of the evaluation process or in developing specifications for any subsequent requirement. Information will be accepted at the unclassified levels up to secret collateral levels per Department of Defense Instruction, Number 0-3600.2 dated November 28, 2005. Use appropriate mailing guidelines for specific classified levels. Page Limitation: Ten (10), 8-1/2 x 11 pages except for fold-outs used for charts, tables, or diagrams which may not exceed 11 x 17. The maximum number of pages to be submitted shall not exceed ten (10). This does not include charts or drawings. Typing shall not be less than twelve (12) pitch. Eight (8) pitch may be used for tables and graphics. HANDLING OF INFORMATION: It is preferred that only non-proprietary data be provided. However, proprietary data may be submitted. Proprietary data shall be clearly identified and marked. Any respondent consents to the Government allowing the MITRE Corp., a Federally Funded Research and Development Center, and Systems Engineering and Technical Assistance support contractors, access to the RFI. They will assist the Government on an as needed basis in evaluating the capabilities of the companies responding to this RFI. The role of the support contractors is purely advisory, and the exclusive responsibility for defining requirements and evaluating responses will remain with the Government. The contracts with these support contractors prohibit the unauthorized use or dissemination of any proprietary information companies may submit in response to this RFI. Supporting contractors have signed a nondisclosure certification form prior to being granted access to proprietary information. These executed forms will be available for examination at the AFLCMC/HNCY location.
