Description
Pre-Solicitation Notice Technology Transfer Support SOL-CI-13-00041 The Environmental Protection Agency's (EPA) Office of Research and Development (ORD) National Center for Environmental Research (NCER) has a requirement to provide support for developing and disseminating information on effective environmental technologies; developing sound information to support regulations and policy decisions; and providing technical information transfer and meeting support. This includes the support needed to create, compile, synthesize and disseminate key technical information products and research applications. The four key areas of support are as follows: (1) Dissemination of Information, (2) Preparation of Technical Publications, (3) Preparation of Electronic Products, and (4) Logistical and Technical Support for the Conduct of Meetings. The successful contractor shall supply all necessary labor, material, services, equipment, and facilities in support of the effort delineated by the performance work statement. The standard EPAAR solicitation provisions (EPAAR 1552.209-70 and 1552.209-72) require and offeror certify that it is unaware of any potential conflict of interest or disclose any potential conflict of interest which may impact their ability to impartially conduct work under the solicitation. The standard EPAAR solicitation provision (EPAAR 1552.209-71) requiring a contractor to make full disclosure of any actual or potential conflict of interest discovered after contract award will also be a part of the resultant solicitation. The Government anticipates awarding the new contract as an indefinite delivery/indefinite quantity (IDIQ) type contract with firm fixed price and cost plus fixed fee task orders over a five year ordering period. The EPA intends to award a single contract using a small business set-aside. The anticipated minimum amount is $100,000 and the anticipated maximum is $30,000,000. The applicable NAICS code is 541620 (Research & Development in the Physical, Engineering, and Life Sciences) with a size standard of $14 Million. The solicitation is expected to be issued in on February 28, 2014 on EPA's website: http://www.epa.gov/oam/cinn_cmd. The office does not intend to mail hard copies of the solicitation. It is the responsibility of the offerors to frequently check the EPA website for updates or changes. All responsible sources may submit a proposal which may be considered by the agency.
