Description
The intent of this Contract is to provide daily assistance to keep the following water and wastewater systems operational within the parameters of the Oregon State Department of Environmental Quality (ODEQ) Permits: 1. USFS Angell Job Corps Sewage Treatment Plant, 335 NE Blodgett Rd, Yachats 2. USFS Angell Job Corps Sewage Lift Station, 335 NE Blodgett Rd, Yachats 3. USFS Cape Perpetua Sewage Treatment Plant, 2400 S Hwy 101, Yachats 4. USFS Tillicum Campground Sewage Lift Station, West Side of Hwy 101 Just North of Blodgett Rd, Yachats 5. USFS Devils Churn Sewage Lift Station, West Side of Hwy 101 Just North of Forest Road 55, Yachats 6. USFS Cape Perpetua Water System, East Side of Hwy 101, East End of Cape Perpetua CG Rd, Yachats Work items include: 1. Daily pump meter readings and record into log at all six locations. 2. Inspect major components, clean trash grates, filters and piping (minor maintenance) as needed to ensure normal operation. 3. Record surface level in chlorine storage tanks at both sewage treatment plants and the water system control building. Add chlorine when level becomes low. 4. Complete all required onsite sampling and testing. Drop off lab samples at the Waldport Ranger Station. 5. Review readings and test results, and make any corrective adjustments/minor maintenance (i.e. valve adjustments, pipe flushing) needed to keep plants operating normally and within parameters of the DEQ permit. 6. Notify the Contracting Officer's Representative (COR) or his designated representative of any repairs needed, events or immediate concerns that may cause a DEQ Notice of Violation or inability to complete tasks. 7. Compile data, and then complete, certify, and submit periodic DEQ and DOL reports. 8. Maintain working areas clean of trash and debris. Areas include but are not limited to pump-houses and sewage treatment plants. 9. Coordinate with COR purchases of supplies and materials, and services needed for daily administrative work (e.g. chlorine solution, trash collection, repairs, etc.). Additionally, system alarms/critical services backup during non-business hours is required: 1. Respond on-site within 30 minutes of notice of alarm. 2. Contractor shall designate at least one operator to make themselves available to respond during non-business hours, 7 days a week. 3. Identify location of alarm and cause. 4. Determine if cause needs immediate corrective action and notify the COR of status and/or consult for further guidance 5. Correct cause to make system operate normally or until USFS can do repairs. The Contractor will become the DEQ Permit "Operator of Charge" during the Contract period. The United States Forest Service (USFS) will complete all maintenance (work beyond Daily Administrative Work list), repairs, and construction as needed to keep the system operational and as identified by the "Operator of Charge". Sewage Treatment Plant Operator(s) shall be certified to operate Sewage Treatment Systems in the State of Oregon. Operator(s) in charge shall be certified at the minimum level required by the Treatment System Class classification corresponding to each sewage treatment plant. This project is located on the Central Coast Ranger District of the Siuslaw National Forest. Contract performance time is 12 months with an option period for another 12 months.
