Description
THIS IS A SOURCES SOUGHT NOTICE. There is no solicitation available at this time. This Sources Sought Notice is published for market research purposes only. No contract will be awarded from this announcement. Naval Facilities (NAVFAC) EXWC Acquisitions is searching for potential qualified, certified Small Business Administration (SBA) 8(a) sources to provide, installation, refurbishment, upgrade, and engineering design services for waterfront security barriers systems at various naval activities worldwide. The Contractor shall provide all personnel, management, tools, materials, supervision, general and specialized equipment, clothing and other items and services necessary to perform the work. The intent of the requirement includes, but is not limited to: •· Port Security Barriers •· Near-shore Port Security Barriers •· Mooring Systems •· Miscellaneous waterfront security systems The majority of tasks under this requirement are sensitive to National Security. All contractor personnel must US citizens in good standing. All personnel must be able to obtain a favorable suitability determination based on a National Agency Check w/ Local Agency Checks and Credit Checks (NACLC). All contractor employees and sub-contractors working on project sites are required to be US citizens in good standing with clean records. Many locations require all employees working on-site to pass a background investigation (e.g., check of National Law Enforcement data bases, interviews, etc.) before being granted site access. The purpose of this synopsis is to identify interested/qualified Small Business Administration (SBA) 8(a ) certified companies to determine if a set-aside is warranted. The applicable North American Industry Classification Code (NAICS) is 237990 (Other Heavy and Civil Engineering Construction), which has a small business size standard of $33.5 million. Only a brief statement of qualifications and capabilities (not to exceed five (5) pages) is requested at this time. At a minimum, provide the following information in your submittal: 1) Company name; 2) Company point of contact, including address, phone and e-mail; 3) Identify the type of entity as registered at SAM.gov for NAICS Code 237990. Identify all that apply for the following business sizes: small business, 8(a), HUBZone small business, SDVOSB; and 4) Statement of qualifications and capabilities to include experience relative to this procurement, or any other information that clearly demonstrates the respondent's capabilities, expertise and experience to perform the requirements. General marketing material may be included, but must fall within the (5) page submittal requirement. The Government will neither award a contract solely on the basis of this Sources Sought Synopsis nor will it reimburse the respondent for any costs associated with preparing or submitting a response to this notice. This synopsis does not constitute a Request for Quotation (RFQ), Request for Proposal (RFP), or an Invitation for Bid (IFB), nor does this issuance restrict the Government's acquisition approach. The Government reserves the right to reject in whole or in part any industry input as a result of this announcement. The Government recognizes that proprietary data may be a part of your submittal. If so, clearly mark such restricted or proprietary data and present it as an addendum to the non-restricted/non-proprietary information. All submittals received will be reviewed for informational purposes. EXWC Acquisition reserves the right to independently verify all information submitted. Interested vendors are encouraged to identify themselves as such at the FedBizOpps (fbo.gov) website for purposes of furthering teaming arrangements and subcontracting opportunities. Submittals may be made individually or as a prospective team. Joint Ventures (JV) will be required to submit JV approval from the Small Business Administration in the solicitation phase.
