Description
Historical data from current contract to assist with developing the technical capabilities' response. Provides dates, locations, attendee numbers, etc. Draft PWS for use in developing the technical capabilities response. Inputs from industry to improve the PWS are appreciated. YR Program office would appreciate assistance from the industry by providing responses to the attached questions. These responses will assist with the final development of the PWS and other contract documents. 1. THIS IS A SOURCES SOUGHT SYNOPSIS ONLY; THERE IS NO SOLICITATION AVAILABLE AT THIS TIME. The purpose of this Sources Sought Synopsis (SSS) is to assist Headquarters Air Force Reserve Command (AFRC), Robins Air Force Base, Georgia in determining the potential level of interest, adequacy of competition, and technical capabilities within industry, especially the small business community, to provide support to the Air Force Reserve's YRRP office with Event Planning Support services throughout the Continental United States (CONUS), Hawaii, Alaska, Saipan, and Guam. The event support includes planning and implementation of AFR Yellow Ribbon Reintegration Program (YRRP) events / workshops to include venue management, planning and administrative services, labor, tools, supplies, equipment, and travel. A draft Performance Work Statement is Attachment 1 to this announcement with further details. Minimum personnel qualifications are stated in the PWS at paragraph 1.6. Attachment 2 is an example of the list of events/locations that may be required for outreach support services. The requirement is currently covered via an Indefinite Delivery/Indefinite Quantity (IDIQ) task ordering contract FA664311-D-0004 with Planning Professionals LTD, a woman-owned, veteran-owned small business firm. 2. This SSS is solely intended to obtain Market Research information in accordance with the Federal Acquisition Regulation (FAR) Part 10 and its supplements to formulate an acquisition strategy for procurement of these critical services. The North American Industrial Classification System (NAICS) code for this requirement is 561920, Convention and Trade Show Organizers and the Product Service Code (PSC) is R499, Support: Professional - Other. The size standard for 561920 is $10M. NAICS code 561920 is measured by total revenues, but excluding funds received in trust for an unaffiliated third party, such as bookings or sales subject to commissions. The commissions received are included as revenue. 3. Respondents are requested to provide a narrative addressing (1) technical capabilities to meet the requirements with specific emphasis on the Tasks in the PWS and (2) potential level of interest in responding to a solicitation as a prime contractor. 4. Respondents are requested to provide responses to the questions in Attachment 3 to this notice. The government encourages submission of any additional comments or recommendations for improving the PWS. We welcome your participation to make this acquisition effective and efficient. 5. This SSS does not constitute a Request for Proposal (RFP), a commitment to issue an RFP in the future, or award a contract for these services. Respondents are advised that the U.S. Government will not pay or reimburse costs for any information provided in response to this SSS. 6. Responses to this SSS are to be submitted by email only no later than Thursday, 13 Mar 2014 at 1700 Eastern to diane.sharpe@us.af.mil. All responses from prospective offerors should include the return email address, firm name, CAGE code, DUNS number, mailing address, telephone number and point of contact within the body of the response.
