- The Contracting Department, NAVSUP Fleet Logistics Center (FLC), Norfolk intends to negotiate a sole source Firm Fixed Price contract and will utilize procedures under FAR Part 13.5, Test Program for Certain Commercial Items with Meggit Training Systems Inc., 296 Brogdon Road, Suwanee, GA 30024as required by the Navy Expeditionary Combat Command ™s (NECC) Coastal Riverine Group Two (CRG-2). The contractor shall provide support to upgrade/repair/service existing road ranges in Bahrain in accordance with OPNAVINST 3591. The required services can only be provided by Meggit Training Systems as they are they only vendor authorized to perform the required services on their road ranges. This notice of intent is NOT a request for competitive quotations; however, all responsible sources may submit a quotation, which shall be considered by the agency. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive 811310 “ Commercial and Industrial Machinery and Equipment Repair and Maintenance. Potential contractors are hereby notified that the solicitation and subsequent amendments to the solicitation will ONLY be available for download at the above site; this office will no longer issue hard copy solicitations. By submitting an offer, the vendor is self-certifying that neither the requestor nor the principal corporate officials and owners are currently suspended, debarred, or otherwise ineligible to receive contracts from any federal agency. Failure to do so may represent grounds for refusing to accept the offer. By submission of an offer, the contractor acknowledges the requirement that a prospective awardee must be registered in the System for Award Management (SAM) database prior to award, during performance, and through final payment of any contract resulting from this solicitation, except for awards to foreign vendors for work to be performed outside the United States. Lack of registration in the SAM database will make a contractor ineligible for award.
