Description
Wage Determination Pricing Sheet Contract Clauses Contract Scope of Work (i)This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Federal Acquisition Regulation Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; offers are being requested and a written solicitation will not be issued. (ii)The reference number applicable to this announcement is WPMH-14-0066. This solicitation is being issued as a request for proposals (RFP), in accordance with FAR13.5 - Test Program for Certain Commercial Items. (iii)This synopsis/combined solicitation incorporates provisions and clauses effective through Federal Acquisition Circular (FAC) 2005-72, dated January 30, 2014. (iv)This requirement is set-aside 100% exclusively for Service-Disabled Veteran-Owned Small Business (SDVOSB); NAICS Code: 561612 – Security Guards and Patrol Services; Size Standard: $19 million; PSC: S206. All qualified SDVOSB under this industry are encouraged to submit offers. (v)Bidding Schedule: Refer to the Scope of Work, and Offeror Pricing Worksheet attachment accompanying this announcement. (vi)Project Scope: The General Services Administration (GSA) Public Building Service (PBS) White House Service Center (WHSC) has a requirement for Escort Guard Services in support of GSA’s Service, Alteration & Repair, and Construction projects on the White House Complex, as detailed in the attached Scope of Work (SOW) accompanying this announcement. The Contractor shall provide all management, supervision, labor, materials, supplies, information and equipment to perform Escort Guard Services (except as otherwise provided), and shall plan, schedule, coordinate and assure effective performance of all services described in the SOW. Services include recurring escorting requirements, 24/7 “continuous coverage” escorts for emergency requirements, and project specific escorts (to be issued as separate Task Orders under this contract). (vii)Required Delivery: The period of performance (PoP) for the base contract line item numbers (CLINS's) will cover a twelve-month period (April 1, 2014 through March 31, 2014), with four (4), twelve-month option periods. The selected contract type will be a firm fixed-price (FFP) Indefinite Delivery Indefinite Quantity (IDIQ) with a guaranteed minimum of twelve (12) months basic recurring services, and a maximum ceiling not-to-exceed (NTE) $5 million for the life of the contract. (ix)The provision at 52.212-2, Evaluation – Commercial Items, and the specific evaluation criteria included in paragraph (a) of the provision, apply to this acquisition. (x) Offerors must submit a completed copy of the provision at 52.212-3, Offeror Representations and Certifications – Commercial Items, with their offer. (xi) The clause at 52.212-4, Contract Terms and Conditions – Commercial Items, and addenda, apply to this acquisition. (xiv) The Defense Priorities and Allocation System (DPAS) does not apply to this acquisition. Offerors are cautioned to submit sufficient information and in the format specified in Addendum to FAR provision 52.212-1 - Instruction to Offerors - Commercial Items. Offerors may be asked to clarify certain aspects of their quotation. (ii) Under no circumstances shall the Government be responsible for any response preparation expenses, submission costs, or any other expenses, costs, or damages, of whatever nature incurred because of the respondents participation in this posting.
