Description
Pre-Solicitation Notice The U.S Army Corps of Engineers, Detroit District intends to solicit for renovation of the 4th Floor (approximately 21,000 square feet) of the VA Northern Indiana Heath Care System Marion Campus Building 138, located at 1700 East 38 Street, Marion, IN. 46953. The goal of the Marion VA Northern Indiana Heath Care System Marion Campus is to have a "state of the art" Primary Care Clinic that maximizes the floors potential. The remodeled 4th Floor space will be developed for 9 to 10 Outpatient Clinic team zones, including Administration/Clinical Offices, patient reception and waiting areas (for use by VA personnel), furnishings, and equipment. Included in the remodeling scope are new mechanical Air Handling Units located on the existing roof (5th floor level in two new Penthouses). General Information: Location: Marion, Indiana This project will be advertised as a 100% Service-Disabled Veteran-Owned Small Business (SDVOSB) set-aside. The Government intends to issue a firm-fixed price Design-Build contract. Approximate solicitation posting date: 1 March 2014 The contract is anticipated to be awarded in June 2014 with a projected completion date of 455 calendar days. The North American Industrial Classification System (NAICS) Code applicable to this requirement is 236220. The small business size standard for this requirement is $33.5 million in average annual receipts. The two-phase design-build solicitation and evaluation process will be conducted in accordance with Federal Acquisition Regulation (FAR) Subpart 36.3. The Issued Request for Proposal (RFP) will set forth the requirements for responding to Phase One of the solicitation, as well as all evaluation factors and subfactors for both Phase One and Phase Two. At the closing date of the Phase One Solicitation, the Government will evaluate responsive proposals received (in response to Phase one of the solicitation) to a short-list of no more than five (5) Contractors for Phase Two. Only those most highly qualified offerors selected as a result of Phase One evaluations will be requested to submit technical and pricing proposals for Phase Two. Phase Two proposals will be evaluated in accordance with the Phase Two evaluation process. Award for this requirement will be determined via a "best value" tradeoff process, where price and other evaluation factors will be considered. Identification of significant evaluation factors and subfactors will be duly noted within the solicitation documents, once issued. Please note that the Government will not be maintaining a bidders list during the solicitation period of Phase One. However, vendors are strongly encouraged to review the "Interested Vendors List" tab found on the FedBizOpps website for this solicitation. Please also note that the solicitation package materials, documents, drawings, specifications, and attachments to the anticipated solicitation will be available only electronically and via FedBizOpps at www.fbo.gov. Hard copy documents will NOT be supplied by the Government to any interested parties as a result of this solicitation. In order for interested contractors to conduct business with the Federal Government, contractors must register their firm at the System for Award Management (SAM). Contractors can access SAM for free at www.sam.gov.
