- Description
- The Naval Research Laboratory (NRL) intends to award an indefinite delivery, indefinite quantity contract with firm fixed price and cost reimbursement task orders to a Service-disabled Veteran-owned Small Business Concern (SDVOSB), Thornberry Consulting, LLC (Mount Airy, MD), for scientific, technical, and engineering services supporting the Receiver Development Program. The Contractor will be required to perform the following tasks in support of the program. Task 1: ELINT System Capability Assessment Task 2: Graphical User Interface (GUI) Requirements Task 3: System Antenna Requirements Task 4: Technical Specifications Generation Task 5: Operational Testing Current market research established that the Government's need may not be met by the type of item or service customarily available in the commercial marketplace that would meet the definition of a commercial item as outlined in FAR 2.101; therefore the procedures outlined in FAR Part 12 will not be used for this acquisition. Firms may identify their interest by responding to this notice and submitting either a capability statement or a quote/proposal. This notice is not a request for competitive proposals. However, all proposals received within 15 days after date of publication of this notice will be considered by the Government. A determination by the Government to compete, or not, will be based on the responses received, and is solely within the discretion of the Government. Information received will normally be considered only for the purpose of determining whether to conduct a competitive procurement. The anticipated statutory authority permitting other than full and open competition is 15 U.S.C. Section 657f, as implemented by the Federal Acquisition Regulation (FAR) 6.302-5(b)(6), Authorized or required by statute.
