- **This is the second amendment to Solicitation FA4608-14-Q-S035. Due to technical issues, the solicitation due date is being postponed until 21 February 14 at 1600 Central Standard Time. Please contact 2d Lt Jonathan Berry at jonathan.berry.1@us.af.mil if you have any questions.** **This is an amendment to Solicitation FA4608-14-Q-S035. The purpose of this amendment is to re-schedule the site visit from 7 February 2014 to 10 February 2014. Interested parties must contact 2d Lt Jonathan Berry at jonathan.berry.1@us.af.mil by 7 February 2014 in order to attend. Additionally, the proposal due date has been postponed until 18 February 2014 at 1200 PM Central Standard Time.** This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. This solicitation, FA4608-14-Q-S035, is being issued as a Request for Quotation (RFQ). This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC 2005-72 Effective 30 Jan 2014). This procurement is 100% small business set-aside. The North American Industry Classification System (NAICS) code is 561621 and the small business size standard is $19 Million dollars. It is incumbent upon the interested parties to review this site frequently for any updates/amendments to any and all documents. You will not be eligible to receive an award if you are not in the Central Contractor Registration database. (Reference: DFARS 252.204-7004, Alt A Required Central Contractor Registration).The following commercial items are requested in this solicitation. The items being procured are: 0001 Equipment. To include batteries, Access Control Server, interface, SIM/ROM ports, custom IDS enclosure, Custom enclosure mounting kits, multi-state EOL resistors (40), electrical components, wire/cable, L-bracket for standard BMS, interior 360 degree PIR, duress switch (hardwired and latching, iClass reader w/ pin 0002 System Design and Engineering 0003 Labor - Draftsman 0004 Labor - Graphics Development 0005 Labor - Installation *Brand Name Only J&A Attached *Performance Work Statement (PWS) Attached Services include complete replacement of all Intrusion Detection Systems (IDS) in rooms 110, 112, 112A, and 113 in Bldg 6614 to ensure compliance with (1) all publications listed in paragraph 1, (2) current National Electrical Code industrial specifications, (3) published AEL approved components, (4) minimum security Level II keypad components, and (5) visual verification of IDS status outside secured envelope. IDS must provide minimum lines of detections (LODs) mandated in directives and be VINDICATOR® compatible components capable of connecting with existing base alarm network and pre-existing monitoring stations. Note: This acquisition contains a "brand-name only" requirement. VINDICATOR® IDS equipment is the only equipment which is approved to be used on Barksdale AFB as avowed by the 2 BW Integrated Defense Council (IDC). The Contracting Officer reserves the right to award to other than the low bidder based on the following items in the respective order: price; technical acceptability. **A pre-proposal site visit will be conducted on 10 February 2014. Offerors shall submit their quote on letterhead stationery, provide unit prices with a grand total, remit a completed copy of the REPRESENTATIONS AND CERTIFICATIONS at FAR 52.212-3, and follow the instruction as provided in the clause or be registered within System for Award Management (SAM) found at this website: https://www.sam.gov/portal/public/SAM/. THE GOVERNMENT WILL NOT ACCEPT INCOMPLETE PROPOSALS. Offers will be evaluated on price and technical acceptability. The Contracting Officer is not responsible for locating or obtaining any information not identified in the offer. If an offer cannot comply with every requirement, that offer will not be technically acceptable, and therefore will not be considered. Once an offer has been determined to be technically acceptable, and in compliance with all directions in this solicitation, the Government will award to the offeror with the lowest evaluated price.
