- 14 February 2014-- AMENDMENT TO PRE-SOLICITATION The updated draft PWS is available from the Contract Specialist, Leanne Condren. Please e-mail leanne.m.condren.civ@mail.mil for a copy of this document. The following addresses all questions and answers: Attachment 1 Questions and Answers from the Pre-Proposal Meeting/Site Visit for Custodial Services in Rheinland-Pfalz 1. Do you require safety shoes, warning vests, work wear and caution signs only at the Logistic Center in Germersheim and at Bldg 4136 Pirmasens? If applicable, please provide a building where else the contractor is required to use listed items. Answer: At the moment the requirement to wear warning west is for Bldg 7983, DLA Germersheim and for the buildings 4136 and 4171 Pirmasens. However there might be an increasing requirement to wearing west's in other areas. As an employer it is the Contractors responsibility to provide his employees with all personal safety equipment. 2. How much (in kilograms) is the point loading from the floor for the lift inside the Logistic Bldg for the glass leaning of entrance facade. Answer: This information could not be gathered. The Customer stated that for the last cleaning, a lift, which fitted through the opening of the entrance door, was used and no problems were experienced. 3. Could you please provide an estimate about the consumption of consumable supplies such as toilet paper, hand paper, hand towel rolls and (liquid) soap per month or year? Answer: Yes - Our Contract Support Branch will provide a historical consumption record. This information does not reflect Germersheim. This information is attached. Please note that all historical information is a sampling only and is not comprehensive. This information is to give each potential offeror an overall idea of consumption for pricing purposes only. 4. Is stripping and waxing lAW DIN 18032 at gyms included in the basic cleaning service? What is the frequency? Answer: Please see Para 1 of the revised PWS. It addresses the standards, etc. Frequencies of services can be found at the Appendix 1 of the PWS. 5. Is cleaning of fitness equipment at gyms part of the PWS? If yes, how often do you require subject service? Answer: No. 6. Which buildings are only to be cleaned from outside with an operating platform? Please let us know where we would need an operating platform for the outside glass cleaning service. Answer: The one known at this time is Bldg 7983, DLA. Other than that it is left up to the Contractors professional judgment how work can be best and safely performed at a particular building, or parts of it. 7. At which locations are dumpsters available directly at the buildings and where is trash to be transported to the recycling points via vehicle? Answer: Please see Appendix 2. There are all Recycling Centers listed. For all other areas the trash has to be disposed in the nearest container(s), ref. PWS. Para 1.1.8 8. Are basic cleaning services only to be accomplished after opening hours respectively after normal duty hours? Answer: Please see Section 4 of the PWS. 9. Is the contractor allowed to park vehicles at the kaserne over night/over weekends? Is this possible at each Kaserne? Answer: There should be no problem, as long as the vehicles are parked in an authorized parking spot/lot. 10. Is it possible to place a washing machine and/or dryer at each kaserne? If not, where is it possible? Answer: No it is not possible to place a washing machine and/or dryer at each Kaserne. It is possible to place them at the Government furnished facilities at Miesau, Kleber Kaserne, and at Germersheim. Ref. Section 3 of the PWS and Appendix 3. If there is a need for more machines, it is left to the Contractors logistic to find a solution. 11. How long are contractor sign in sheets to be stored and where? Answer: Keeping them for 3 (Three) month is sufficient. They shall be stored at an readily accessible area for Governments review. 12. A two-week turnaround for proposals is very brief but it would be sufficient for us. Will this Turnaround include 2 weekends? Answer: The solicitation will be released for a minimum of 30 calendar days. 13. Can we also collect the waste/garbage/recycling materials and let it remove by an external waste and disposal company? Answer: As long as the requirements of the PWS, Ref. Para 1.1.8, are met, there should be no problem with this method of trash removal/disposal. 14. Are there dumpsters located to each building or is there a central recycling yard? Answer: See answer to question 7 above 15. Is it necessary to plan a vehicle and a member of staff to collect the trash like in other areas or can it being done by the cleaning personnel in the different buildings? Answer: It is up to the Contractor to analyze requirement/situation at the different locations and to establish the procedure and processes to meet the requirement of the PWS, Para. 1.1.8. 16. Will you provide a list of chemicals that a currently being used for the services? Especially Wax and stripper for the basic cleaning. All offerors need to make sure that they are using material that will match with the current ones. Answer: We will not provide a list of all chemicals. It is up to the Contractors professional expertise to find and use the best cleaning products, suitable for the types of floors and other surfaces to be cleaned. Ref. PWS. Para 1 As a courtesy the following information is provided: The types and brand name of wax used at present are: CDC's etc.: Game Star Laser, Ecolab and the stripper for this product. Admin Buildings etc.: Long Life Diamond, Tana and the stripper for this product. Ball fields at the Gymnasiums: Floor Polisher Tana and the stripper for this product. 17. Will you provide user manuals for some special floor areas (like CDC at Kleber Kaserne) Answer: In a case by case basis, as new floors are installed and the information is provided to us, we certainly will pass on cleaning instruction from the manufacturer for the floors and all other surfaces to the Contractor. Other than that: The responsibility to maintain floors etc. in the most appropriate way, using suitable cleaning products, equipment and techniques rest with the Contractor and his professional expertise. Ref. PWS Para. 1. 18. Some hard floor areas are covered with carpets. Are the SQM considered within the SQM for hard floor area and carpet or just one time? Answer: They are considered. Any discrepancy shall be brought to the attention of the responsible DPW person and the Contracting Officers 19. Please provide a list with the buildings that have escort. Answer: This information is not available at this time. We will investigate and provide a list at a later date. 20. Please provide historical data of the supplies (paper towels, toilet paper, soap etc.) Paper towel should be split into zick-zack (?), rolls etc. Toilet paper should be split into jumbo rolls, normal rolls etc. Answer: Please see answer to question 3 above. 21. Please provide a list of all dispensers (paper towel, soap, toilet paper) Name, Model, Quantity Answer: This information is not available and cannot be provided. 22. Is there Internet access in the provided office space? Who will provide the Computer that is needed to receive and answer e-mails? Answer: No there is/are no government provided internet connection(s). It is up to the Contractor to get them, at his expense, installed. As a courtesy the following information is provided: The incumbent Contractor has an internet connection at the office in Bldg. 3226. Computer and all other equipment, other than Government furnished, shall be furnished by the Contractor. See Para 1 and 3 of the PWS 23. PWS 1.2.3 Operating Hours - please add a list with specific buildings / hours when service has to take place within special buildings. Answer: Timeframes, when services are to be performed/delivered can be found in Section 4.1 of the PWS. 24. In 1.3.1 the government is referring to Appendix 3 concerning the hours of operation, but this is a list which buildings can be used by the contractor. Answer: This is corrected to read Section 4 of the PWS. 25. If the cleaning service has to be performed during specific hours, please provide a list. A firm fixed price (FFP), commercial, indefinite delivery, indefinite quantity contract is intended to be used to fulfill this requirement. The period of performance is expected to be a base period of twelve (12) months and four (4) option periods of twelve (12) months. A single award is anticipated for this requirement. Complete details will be given in Request for Proposal (RFP) W564KV-14-R-0055 to be released to the Army Single Face to Industry (ASFI) and Federal Business Opportunities website (FedBizOps), on or about 15 January 2014. This acquisition is being procured on a full and open competition basis with no set aside using Federal Acquisition Regulation Part 12 and Part 15 procedures. The NAICS code for this procurement is 561720. The anticipated response date is 30 to 45 days after release of the solicitation. The Department of Defense requires all contractors to register in the System for Award Management (SAM) database to receive any contract award or payment. The SAM website is: https://www.sam.gov. In accordance with FAR 4.1201, prospective contractors shall complete electronic annual representation and certification via the Online Representations and Certifications Application (ORCA) at: https://www.sam.gov in conjunction with required registration in the CCR database.
