Description
The U.S. Army Corps of Engineers, Kansas City District intends to issue a solicitation for a single Firm Fixed-Price Design-Bid-Build contract for construction of Apron Fuel Distribution System alterations at McConnell Air Force Base in Kansas. The solicitation will be available on or about March 5, 2014 on the FedBizOpps website at www.fbo.gov. This solicitation will be posted on an unrestricted basis and both small and large businesses are eligible to respond. The United States Air Force has designated McConnell AFB, Kansas, as the Main Operating Base (MOB) for the KC-46A tanker aircraft. The first set of KC-46A tanker aircraft are expected for delivery in the second quarter of Fiscal Year 2016. A parking apron with appropriate hydrant fueling system is required because the current fuel pit configuration on the existing parking apron will not accommodate the larger size of the KC-46A aircraft. The construction of the upgraded fuel distribution system will need to be performed in at least two phases to allow the current KC-135 tanker aircraft to operate during the construction while altering the system to meet the requirements of the KC-46A mission. Work will include upgrading parking apron fuel distribution system and providing new fuel hydrants. Contractor will install, upgrade, and remove/replace all utility and communications infrastructure as necessary and will repair any disturbed pavement. The Government will evaluate the performance capability of offerors in accordance with the criteria described in the solicitation. The solicitation will include a detailed list of Evaluation Factors and will provide instructions for Proposal Requirements and the Basis for Award. Proposals received in response to the solicitation will be evaluated in accordance with procedures outlined in FAR Part 15 for Best Value. The source selection process will be conducted in accordance with FAR Part 15.3 and DFARS Part 215.2 source selection procedures. The North American Industry Classification System (NAICS) Code is 237120 (Oil and Gas Pipeline and Related Structures Construction), with a small business size standard of $33.5 million in average annual receipts. The construction cost range is estimated between $10,000,000 and $25,000,000. Interested offerors must have an active registration in the System for Award Management (SAM). Firms can register via the SAM internet web-site at https://www.sam.gov/portal/public/SAM/. If the offeror is a Joint Venture (JV), the JV entity must have valid SAM registration in the SAM database representing the JV as one business/firm/entity. If at the time of award an offeror is not successfully and actively registered in the SAM database, the Government reserves the right to award to the next prospective offeror. The solicitation and associated information will be available from the FedBizOpps website at https://www.fbo.gov. This will normally be the only method of distributing amendments prior to closing; therefore, it is the offeror's responsibility to check the website periodically for any amendments to the solicitation. A Proposal Guarantee will be required with your proposal in the amount of 20% of the offeror's proposed price or $3,000,000, whichever is less. Payment and Performance Bonds will be required for the full amount (100%) of the awarded contract before the Notice to Proceed can be issued.
