Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with simplified acquisition procedures in Part 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; a written solicitation will not be issued. Solicitation Number L14PS00153 is issued as a request for proposal (RFP) with an open date of February 18, 2014 and close date of March 4, 2014. The solicitation document and incorporated provisions and clauses are those in effect through FAC 05-66. This is a total small business set aside under NAICS 541990 and a size standard of $14.0. The Bureau of Land Management Amarillo Field Office has a requirement in soliciting quotations on a competitive basis from qualified vendors to enter into a firm fixed price contract for Non-destructive Examination Services for Pipelines. Cliffside Gas Field, 13301 Brickplant Road (approximately 15 miles north west of Amarillo, Texas, or at any point on the BLM crude Helium Pipelines (approximately 450 miles), and gathering system, in Texas, Oklahoma, and Kansas. The 450 miles of steel piping includes 8-inch, 4-inch and 3-inch pipe, buried varying from 4.5 to 6 feet in most areas. The conservation helium pipeline runs from 15 miles north west of Amarillo, Texas to Bushton, Kansas, and has pipe sizes of 8-inch, 4-inch and 3-inch pipeline. The BLM has gas gathering lines at the Cliffside facility varying from 3- inch to 4-inch. All evaluation factors other than price, when combined, will be weighted equally. The evaluation factors listed below will be used to select the contractor that offers the BLM the lowest priced technically acceptable offer. 1. Travel 2.
