Description

The Department of Veterans Affairs (VA), Louis A. Johnson Veterans Affairs Medical Center (VAMC) Clarksburg, WV intends to issue a Request for Proposal (RFP) to award a single, firm fixed price contract for Construction Parking Garage. This project consists of the contractor preparing site for building operations, including demolition and removal of existing structures, and furnish all labor and materials and perform work for construction of new parking garage as required by drawings and specifications for Project Number 540-320 "Construct Parking Garage" at the VA Medical Center in Clarksburg, WV 26301 in accordance with the solicitation documents, specifications and drawings. It is the intention of the VA to acquire construction period services for the provision of labor and materials to construct the parking garage located at the Louis A. Johnson VA Medical Center, Clarksburg WV. The contractor shall be responsible for the verification of existing site conditions that may affect all work. Performance period is 365 calendar days from receipt of the Notice to Proceed in relation to the base offer. The solicitation will be available approximately fifteen (15) calendar days from the date of publication of this announcement. The solicitation, specifications, drawings, and attachments will be available at http://www.fedbizopps.gov. Amendments to the solicitation will also be posted on this website. All respondents must be registered in CCR data base, see http://www.ccr.gov and complete online Representations and Certifications at http://orca.bpn.gov along with Vets 100 at http://vets.dol.gov/vets100 /. Offerors must be registered in vetbiz at http://vetbiz.gov/. All parties must obtain amendments to the solicitation through the web site. Hard copies will not be mailed. The contract will be awarded in accordance with the procedures specified in the solicitation. The solicitation will be issued as a "Request for Proposal" (RFP) conducted in accordance with FAR Parts 15, 19 and 36 and be evaluated in accordance with the procedures therein. This project is being solicited as a TOTAL 100% SERVICE DISABLED VETERAN OWNED SMALL BUSINESS SET-ASIDE (SDVOSB). The North American Classification System (NAICS) Code for this procurement is 238120, with a small business size standard of $14 million annual receipts for the past three (3) years. The magnitude of construction is between $5,000,000.00 and $10,000,000.00. The solicitation package, amendments, and site visit minutes will be issued by way of FedBizOpps website only. Solicitation Issue Date will be on or about March 5th, 2014. Tentatively, a pre-bid conference/site visit will be conducted for this solicitation on March 12th, 2014 at 11:00 a.m. It is requested that participating contractors meet in the main building of the Medical Center, Multipurpose Room A, First Floor North West Entrance not earlier than ten minutes prior to the scheduled start time, at the VA Medical Center, 1 Medical Center Drive, Clarksburg, WV 26301. All questions regarding this solicitation must be submitted in writing by email to Jennifer.Robinson2@va.gov. All questions pertaining to this solicitation must be received in writing no later than 2:00 p.m. on March 28, 2014, no telephone request will be honored. Proposal must be received and acknowledged by a member of the Contracting Department, located at 513 Rosebud Plaza, Clarksburg, WV 26301 no later than 4:00 p.m. on April 4th, 2014. All responses to questions will be posted to the web site. A firm fixed price contract will be awarded as a result of this solicitation based on the availability of funds. It is the responsibility of the contractor to frequently check the web site for all notices, amendments, etc regarding this solicitation. The government will not be responsible for any notifications not sent or received by contractors regarding this solicitation.
